As it is learned, the most important plan of Edi Rama is not to affect SPAK and its prosecutors, and there is even a good chance that the extension of their mandate for another 9 years will be approved.

There are several options for the future of the Special Court.
As it is known, an analysis material of the Parliament is expected to explain why an additional mandate of the Special Prosecution against Crime and Corruption will be necessary, these crimes pursued by the SPAK cannot be tried by a Special Court. The plan is to abolish the Special Court as an institution and leave the trial to the jurisdiction of the general courts.
The justification of this objective is supported by a report of the Venice commission that speaks of a logical possibility of the existence of a specialized prosecution like SPAK, but not of a special court. Which can only be dealt with by 2-3 articles of the Criminal Code.
If this is achieved, then we are dealing with a direct blow to what is happening today in the fight against corruption from the new justice.
The initial plan is to completely remove GJKKO by impregnating it in normal courts, and then the cases served by SPAK will be signed to the infamous "lottery", which is a 30-year-old parody.
But the chances are that this drastic change will meet with a big international reaction, so the majority has thought of a "softer" solution. Which in reality is the same. That the body of judges against organized crime and corruption enter a special section within the courts of the general organization.
Although they may exist as a separate sector, the division of cases will depend on the court board. It will be determined that if we are dealing with a case of abuse of office, it will be given to the normal court. While only when the prosecution brings an accusation of corruption or organized criminal structure, the "special sector" takes them. So far, it's all a draft, a 'game' being played under the table.
Edi Rama intends to extract as many voices from the opposition as possible against the "popular judgment" and the "special judgment". And very soon we will have a so-called "anti-Jacobin" crusade on the screens to come later on a "joint" draft.

But that's not all.
A violation of the Criminal Code is expected, where abuse of office will come in two variants for change. One is to remove it as a competence of SPAK, the other, which is more radical, is to remove it altogether as a criminal offense.
Rama, with a diabolical cunning, is doing identically what Erdogan did in Turkey when he came to power. When at first he let the courts deal with the corruption of his opponents, and then when they got close to the government, he dismissed and imprisoned them as coup plotters.
