Even after the local elections, the government continues the adventure of hidden debt within the country, contracting during the months of June-July, another 32 million Euros for work and public services that have no budget for them, just like lists in stores.

The IMF has considered the alarm siren, the fact that only during the 17 months of the period January 2022-May 2023, the Albanian government has increased by 127 million Euros the hidden debt within the country, bringing this type of debt to the value of 1.47 billion Euros added in the 10 years of last.

More clearly, the government has made tenders without having money in the budget, while private companies have agreed to take over the works and carry them out with their own finances, most of them with the capital they have, with bank loans, with debts to suppliers and with usury.

In this joint adventure, the government, which has an empty coffers, has planned the tenders with limit funds 30-40% higher than the real investment costs, to leave the profit rate to the businesses for bribes, knowing that they work with loans and usury, due to the government's insolvency.

In 17 months, the hidden debt increases to 127 million Euros; the government made tenders without having a budget. According to the IMF-Government joint protocol-agreement in October 2017, the hidden debt can be allowed to be applied only for investments and emergency services, but not more than the value of 1% per year of the total hidden debt which is condition.

According to the figure of 1 billion and 427 million Euros of hidden internal debt that the government has in total, it is allowed to go into debt, no more than 14.2 million Euros per year to private Albanian businesses, but in the last 17 months, it has increased the debt of hidden with 127 million Euros, of which 80 million Euros belong to the pre-election period of May 14, 2023, making electoral tenders.

Businesses have carried out and are carrying out the works with their own finances, even in order to win tenders, they have given heaps of bribes in advance to ministers, directors and mayors, without receiving any payment for themselves from the government.

We specify that within the value of 1 billion and 427 million Euros of hidden internal debt that the government has in total, there are also 338 million Euros of the trials lost so far in arbitration and 23 million Euros of liabilities from the trials in Strasbourg.

But even after the local elections, the government continues the adventure of increasing the hidden debt within the country, contracting during the months of June-July, another 32 million Euros for public works and services for which there is no budget, just like the lists in stores./ ShkodraNews
