
The governor of the Bank of Albania explained to the Assembly the role of BSH in the microcredit scandal. Sejko stated that the role and function of the Bank of Albania are determined by law.
According to him, in the case of microloans, the Bank of Albania has done nothing but respect the law and has done as much as the law allows.
He further added that bad loans were a problem, they were alarming. The IMF has requested that banks' balance sheets be cleared of these loans.
" Practically, I wanted to clarify that I do not have the prosecution material that you read. I have a material that closes the case, this is a process that has passed to SPAK. We are available to justice institutions for any kind of information. The prosecution's material has a big misunderstanding about the role of BSH and its function and has turned them into suspicion for criminal charges. The role and function are defined in the law and I guarantee you that the law has been respected. All those who are for media pieces are wrong.
Bad credit has been a problem, it was alarming. The IMF has requested that banks' balance sheets be cleared of these loans. In 11 banks, we have 1.9 million depositors with 16 billion euros of deposits, at that time with 10 billion euros of deposits. It was a matter of national security. It was licensing these companies to buy bad loans, and it wasn't just MCA. Before my appointment, BSH issued a regulation that forced banks to hide bad loans. They were licensed to maintain financial stability. It was not illegal activity. It is not a criminal matter but a regulatory one. These institutions were licensed for this activity specifically. The credit sales scheme is a legal activity.
There is a bank panic. It has nothing to do with pyramid schemes at all. If they stole from customers and raped them, they should be punished. 80% are not cashed, not found as customers.
