"He who wills and does not act generates cholera!" This is a famous quote by William Blake which summarizes Albania's state of government preparedness regarding developments in the field of artificial intelligence and technological transformation.
While we program propaganda every day saying that we aim to be a technology leader in the Balkans, and even invent "Avatar ministers", the Government Readiness Index regarding artificial intelligence compiled by Oxford Insights 2025 ranks Albania in 81st place in the world.
While Serbia, another country in the region, ranks first in Eastern Europe and first in the Western Balkans.
Serbia holds the 39th place in the world in this Index, increasing 18 places from last year. Serbia enters the top 20% of countries that are prepared for technological transformation, receiving all points (100%) in the capacity to draft digital transformation policies, a component where Albania ranks last and where it is emphasized that "Albania faces challenges in policy and technology development, remaining in the stages of building policy-making frameworks compared to regional counterparts."
So, while Serbia drafts policies, establishes university scientific programs to produce technology, financing this transformation with budget and donor funds, Albania sells desires, programs dreams of puppets, mismanages its own and donor funds, to the point that the latter are forced to block them.
Isn't this a form of cholera in development?
