
Prosecutor Sotir Kllapi asked the Special Court to arrest the former mayor of Durrës, Vangjush Dako, for two alleged abuse of office episodes in 2014, for a construction permit and a tender, from which Dako did not benefit anything, at least according to the file of SPAK. Judge Erion Bani accepted the extreme measure in proportion to the criminal offense of abuse of office and in the conditions where Dako has not exercised any public function for 4 years. However, it will be the Special Court, the Appeal and possibly the Supreme Court that will assess the measure of arrest in relation to the circumstances and the charges against Dako.
At a time when he insisted that Vangjush Dako be kept in prison for abuse of office, prosecutor Sotir Kllapi has been holding the file of Ilir Meta for a year, accused of money laundering, corruption, concealment of assets, falsification of forms, etc. It is about the contracts discovered for lobbying in the USA worth 700 thousand USD by Ilir Meta and the LSI in 2017, the money of which has been hidden, not being declared either to the CEC or to the ILDKP.
Based on the evidence collected, in June 2022, former deputy Halit Valteri referred a report to SPAK. In the criminal report, it was stated that Ilir Meta and Monika Kryemadhi committed 8 criminal offenses, such as concealment of income, passive and active corruption, money laundering, abuse of office, concealment of assets, non-payment of taxes, etc. As facts, the report states that Ilir Meta and LSI signed lobbying contracts in the USA with the McKeon Group company in 2017, worth hundreds of thousands of dollars, hiding the expenses both in the KQZ and in the ILDKPKI, as the law provides.
Attached to the criminal complaint are the lobbying contract, the financial report of LSI in 2017, as well as the asset declarations of Meta, Kryemadhi and Petrit Vasili for 2017. The presentation of these documents seriously implicates Ilir Meta, but also Petrit Vasili and Monika Kryemadhi.
A few days later, based on this report, SPAK registered criminal proceedings with number 122, with two charges: Corruption and falsification of forms. The prosecutors of this case are Sotir Kllapi and the former head of SPAK, Arben Kraja, whom Meta labeled as the "Spurdhjaku of the party that has decided to openly serve the mafia of incinerators".
Following this, Sotir Kllapi and Arben Kraja addressed a letter to the law enforcement authorities of the United States of America, to confirm LSI's lobbying expenses, expenses which had not been declared in any public institution in Albania. The response to the order letter arrived at SPAK several months ago. The content of the response remains an investigative secret. But anyway, if the United States of America had not confirmed the expenses, it would have proceeded with a request for the suspension of the criminal case, since there was no criminal fact.
If the American authorities have officially confirmed the undeclared expenses by Ilir Meta and Monika Kryemadhi, it is not understood why prosecutor Sotir Kllapi does not apply at least the same standard as in the case of Vangjush Dako, even though the charge against Dako is lighter.
