Biden was even more effective than Obama; last night's decision saves his
Ian Bremmer /

"With the decision to retire, even belatedly, Joe Biden is partially saving the political legacy of his presidency, which was of great importance in the country, while at the international level the results were much less positive" .

While riding among the peaks of Montana, political scientist Ian Bremmer — surprised by the president's timing to announce his retirement — comments on Biden's letter to Americans via social media.

At their convention, Republicans described him as one of the worst presidents in history. If they win back the White House and Congress, what will be left of his legacy? Donald Trump wants to erase what Biden has done.

Trump cannot erase the good management of the Covid-19 pandemic, the effectiveness of the vaccination campaign, the sensitivity and efficiency of the president at that stage. And then positive bipartisan legislation that made it possible to avoid recession and get the economy back on track earlier and better than other parts of the world. In managing the crisis, but also in general, with economic reforms, Biden was much more effective than Obama, who was a 'rock star', while Joe never had charisma. However, he succeeded in getting Congress to pass important plans for America's future: from the "Inflation Reduction Act" with measures for the environment and the energy transition, to the plan for the country's vital infrastructure, to the "Chips Act" that provides more to push for research into the most advanced technologies and the development of strategic manufacturing on American soil. I don't see how Trump can undo all of this, nor what advantage he would have."

Positive results that Americans never seem to have recognized in him: He has always been an unpopular president in the polls, even before the problems associated with his old age became apparent.

It is true, but the withdrawal is only related to this rather sudden deterioration in his health. Biden has always been, even as a senator, an international figure, a bridge between America and Europe, very beloved on your continent.

It broke my heart a few days ago, during the NATO summit in Washington, when I saw several European leaders emotionally exhausted, even lost when they met an old friend who had become much more fragile compared to the time the last they had seen him, slow in movement, but also in mind. To the point that he did not recognize some of them. Some were moved by seeing in him signs of the same syndromes they see in their parents."

And is Biden the manager of the United States' role in the world?

Things didn't go so well there. Throughout a political career that spanned more than half a century, Biden was a glue: a factor of stability and protection of America's alliances on both the Atlantic and Pacific fronts. As a senator and as Obama's deputy he knew and assured them all. I attended the annual security conference in Munich for a long time: there the Europeans had a relationship full of mutual trust with only two Americans, Joe Biden and Republican John McCain. But the international balance of his three and a half year presidency is not so positive: there is the black point of withdrawal from Afghanistan in the summer of 2021. It is true that it was necessary to end the longest war in American history and that negotiations with the Taliban had already been misplaced by Trump in the last year of his presidency, but the way America left the scene was disastrous. And then the two actual wars. Of course, Biden was credited with keeping the West united in defending Russian-occupied Ukraine by strengthening and expanding NATO, but it is also true that he failed to demonstrate a real capacity for deterrence against Putin: the sanctions strategy against Russia proved ineffective, and after more than two years of war, Ukraine lost ground. Even in the Middle East, America has in a sense isolated itself in unconditional support for Israel, without coordinating with the Europeans or allies in the Arab world. Just when we needed to distance ourselves from an uncontrollable and unscrupulous Netanyahu.

Now it's the turn of Kamala Harris, no more popular than Biden.

Any alternative would be even more traumatic. Unpopularity is an inevitable feature in such a divided country. Now the Democrats have only one hundred days to try to fix the situation./ Adapted Pamphlet from Corriere della Sera
