The two ambassadors who ruined Rama's celebration

So, simply put, although a few days ago it seemed as if the path had been opened for Albania, Berlin and The Hague took care to remind us that the old conditions have remained the same.

Edi Rama had the opportunity to have one of the most memorable days of his political career yesterday and one of the few moments he could truly be proud of (if not electoral victories, as he himself knows how to get them). 

After much struggle, he managed to get the green light to enter the phase of closing the 35 negotiation chapters, which are a necessary step towards full integration into the EU. He could enjoy several pleasures at once: that some member states finally decided, after many corrections, to approve the IBAR report and pave the way for the eighth intergovernmental conference between Brussels officials and the Albanian government; that the prophecies of the domestic opposition, that the process had been frozen, or even worse, blocked, were not realized in practice; that some of the 27 governments, which insisted on the Balluku case and the attacks on justice, did not turn them into penalizing vetoes to prevent Albania from going further.

But, while Rama was savoring these crumbs of triumph in the Belgian capital, two ambassadors in Tirana, representing two of the countries that had opened the most eyes on the IBAR report, those of Germany and the Netherlands, brought a smile to his face. Both of them, more or less at the same time and with texts that clearly seemed to have been agreed upon in advance, slammed all the unresolved problems of the country in his face. 

At the insistence of the states they represent, the IBAR report, which was approved a few days ago, had greatly harshened the language, both for the "fundamental corruption" that has gangrenousized the government, for the elections "without equal playing conditions", for the failure to punish senior officials, and especially for the refusal to lift the immunity of Belinda Balluku. 

Unlike Rama, who is propagandizing in Tirana that the European Commission has already certified that we have fulfilled our homework, the two ambassadors are careful to say that this is not true, that the opening of the green light, at this stage, is more of an encouragement to continue on the path than a positive note. They clearly emphasize in their statements that they will keep an eye on the developments that will occur in the future, in terms of those negotiation chapters that are labeled with the term "Fundamentals" and that include more the progress of the rule of law, the fight against corruption, the independence of the judiciary and democratic developments.

But what does this mean? Anyone who is even slightly familiar with the New Enlargement Methodology that the EU adopted in 2020 understands the importance of this expression. These chapters are decisive for moving forward. They constitute political filters that, if not passed cleanly, can stall or even delay negotiations on other chapters, such as economic, environmental, and so on.

So, simply put, although a few days ago it seemed as if the way was open for Albania, Berlin and The Hague took care to remind us that the old conditions have remained the same. The same and non-negotiable. If Rama does not accept to hand over his comrades, if he does not put an end to the philosophy of a kleptocratic state, if he continues to protect his former deputy, the European Union must be forgotten. Once you have reached this conclusion, a question naturally arises. 

But then, when things were like this, when Albania did not reflect on anything good, why did Germany and the Netherlands agree to approve the IBAR report?

The answer must be sought in a geostrategic approach for which there has been a consensus in the EU, since the outbreak of the conflict in Ukraine. The Union will give the message to the Western Balkans that enlargement is possible. This, together with maintaining unity among member states, as well as not creating rifts between the European Commission and individual states, were the arguments that Albania should not be hindered. But this did not mean that the transition to the new phase was considered that the government had met the conditions. Simply pragmatically, instead of serving as a dam, they were transferred to a subsequent phase. That's all. And so that this moment would not be treated with triumphalism, so that it would not be used for propaganda, when Edi Rama had not yet had time to rejoice, Berlin and The Hague showed him the truth.

        E lagu se lagu,i ashtuquajturi "IBAR"u pranua,gazetat qe ishin kundra,me të ashtuquajtur analist dolën blof,tani po justifikohen...me broçukulla e radhes..çfar do ndoth më tutje,telenovela vazhdon...
