It is really unfortunate for the serious situation in which the main Albanian opposition has been stuck since September 9, 2021.
We are talking about the Democratic Party, which with Lulzim Basha's decision to exclude Sali Berisha from the parliamentary group, a decision that came due to the declaration of the former prime minister 'non grata' by the USA for major corruption, undermining democracy and blackmailing justice , is involved in conflicts, is divided into two or more parts and is practically under chaos.
Lulzim Basha took all possible decisions with the National Assembly and other leadership forums, excluding Berisha and his supporters from the DP. Despite the fact that he took a step back by resigning, but also by being re-elected chairman after a year, the official DP appears in his name. Practically, the state institutions, starting from the CEC and continuing with other institutions, take all requests or answers to Basha's address.
Even the registration in the elections is done with Basha's signature, since PD appears in the court in the name of Lulzim Basha as its chairman. Tomorrow, early elections will be held, again PD with chairman Basha appears as registered in the basic registration of parties, to compete in the elections.
On the other hand, Sali Berisha, in his reaction to Basha, created the pulpit and, like Basha, made all possible exceptions and elections, organizing the parallel Assembly and other parallel governing institutions. For the sake of the truth, he gathered more democrats around him than Basha, he gathered more deputies in these more than two years around him, but in the elections he entered into a coalition with Ilir Meta's Freedom Party and under the banner of this party.
He managed to 'defeat' Basha in two elections, and also take the central seat on the edge of Lana, after the failure of the attempt to 'occupy' it by force on January 8. Now it is accommodated in and with the help of Bardhi in the offices of this headquarters, while Berisha's pulpit has made all possible exceptions of Basha and Alibeaj, together with those who support them, already recently.
Both parties speak in the name of DP, they call themselves the Democratic Party, they use approximately the same sigle and seal, although Basha's seal 'goes' legally and in the legal institutions of the state, while Berisha practically uses his seal in the name of DP. he has it for 'internal use', since no one knows him. It is a political group 'in black'.
Although Gazmend Bardhi, who was one of Berisha's most indomitable opponents, returned to him to follow his 'serenades' under the balcony of the palace, and has been appointed the head of the group of deputies of Re-establishment, he declares that he is the chairman of the parliamentary group of the DP , all decisions with the signature and stamp of Berisha PD are for internal use and are sometimes known as 'vende vende'. Like the last one when he revokes the decision to exclude DP deputies from the parliamentary group, including Berisha.
And in the Parliament, a not at all serious situation has been created where both sides speak on behalf of the DP parliamentary group, because Basha has fewer supporting MPs than Berisha, who rewarded Bardhi for the latest 'betrayal' in the DP for the movements as in a side by side. Even at the chairmen's conference, the representatives of both wings in the DP appear, both sides speak on behalf of the DP, while the majority, under the argument that it does not interfere in the internal affairs of the opposition political parties, responds to both sides. I like this. Although in writing only Basha has the right to sign on behalf of DP. At least until it is decided who owns the seal and logo of this party. Yes, sometimes the gala in the Assembly is necessary, and the DP pieces offer these scenes for free, making the deputies and citizens who see them on TV laugh.
In a word, the situation in the DP, in all its divisions and corners, for over two years has turned into a stage and barcalet, where the first does not understand the second, as they have created the belief, not at all wrong, that they are fighting more each other for the leadership of the opposition, than against the political opponent to come to power. 12 years in the opposition are coming to an end and the chances are that at least four more years will remain where they have been for these 12 years. Even as expected with a narrower result, say fewer MPs, than in the third mandate, after the 2021 elections.
And the ending of this stage in the DP is in the hands of the Court of Appeal, with a final decision, to finally divide who owns the stamp and logo of the DP, Basha who currently has it and puts the signature in the name of PD under this seal, or Berisha who leads the pulpit and the group of Reestablishment deputies. The issue of the seal has dragged on endlessly, the parties have been conflicted by its absence, Basha, despite being a functional lazy person, has not been in the proper commitment to be maximally involved in the election campaigns under the argument that he does not seek further division of the party. Thuhet zyrtarisht se brenda majit do të jepet vendimi përfundimtar nga Apeli, vendim që do t’i japë fund njëherë e mirë ‘betejës’ së vulës në PD dhe konfliktit mes palëve për këtë qëllim. Kushdoqoftë fituesi, me këtë vendim në dorë do të operojë në listën e regjistrit të partive politike.
Besojmë se zvarritjet do të marrin fund më vendimin e Apelit, e për pasojë do të marrë fund dhe dilema se kush e disponon vulën dhe logon e PD. Jo se do të marrë fund debati mes dy grupeve në PD, të cilat si gjithnjë do ta kontestojnë vendimin e gjykatës së Apelit dhe do justifikojnë humbjen përballë kundërshtarit politik. Me nnjë fjalë alibinë e kanë gati, kushdo merr vulën.
Por ama, përfundimisht do të zgjidhet: Vulën zyrtare të PD do ta ketë pjesa e Bashës, e deklaruar pro SHBA-së, BE, Britanisë së Madhe dhe në mbështetje të fortë të SPAK dhe drejtësisë së re, apo Foltorja e drejtuar nga Berisha i shpallur ‘non grata’ nga SHBA e Britania e me një orientim të fortë kundër aleatëve tanë, si dhe kundër SPAK të cilin e sulmon çdo ditë, duke e cilësuar ‘organizatë terroriste’, ndërsa prokurorët e gjyqtarët e posaçëm i akuzon si pjesë e krimit, si të kapur nga Rama. Gjykata e Apelit, në respekt të ligjit duhet t’i japë fund këtij konflikti brenda PD sa më shpejt. Se po i humb jo vetëm serioziteti por dhe kuptimi opozitës dhe më gjëeë të gjithë politikës. I cila në vend që të shkojë tek elektorati, ka mbetur në derë të gjykatës.
E themi se duhet të marrë fund zvarritja për zgjidhjen e çështjes së vulës dhe logos së PD, pasi zgjedhjet parlamentare janë në prag, dhe praktikisht kemi hyrë në vitin zgjedhor, ku partitë politike duhet të hartojnë strategjinë e kërkimit të votës në çdo cep të vendit. Ende nuk dihet nëse PD e Bashës do regjistrohet si forca opozitare me këtë emër në KQZ dhe do të kërkojë votën në elektorat në emër të PD, apo Foltorja e Berishës. E cila ka përdorur deri më tani si ‘komerdare shpëtimi’ PL-në e Ilir Metës për të hyrë në garën zgjedhore me kandidatët e saj.
Nëse vijon një situatë e tillë, pa një vendim Apeli për vulën e logon e PD, do të jetë shumë e vështirë të gjenden kandidatë për të garuar në emër të një partie apo grupimi politik të papërcaktuar definitivisht në bazë të ligjit.
