The primaries, which mean a preliminary race within the party to determine who will be on the list of deputies, were Berisha's first promise when he started the battle against Lulzim Basha three years ago.
As election time approached, this promise was forgotten.
The main reason is that, since he had to compromise with the opposition group that supported Basha, luring them with safe places on the list, Berisha had to officially forget this promise. If they were to compete in the primaries, of course Berisha would exclude them from the list, "killing" them with the hand of the "democratic" people.
From time to time, Berisha repeats the idea of primaries, whenever he sees that they are not sufficiently lined up behind him. In certain cases, he orders the family's portals or media to attack the opposing group, and then defend them himself to show that it is not easy to get them on the list without sacrifice.
The new electoral system with partially closed lists, where 30 percent of the beginning of the list is closed, therefore safe, favors Berisha. He will place his most loyal people in this part of the list, while the doubtful ones will be placed in the open part, where they will "eat heads" with each other to secure a place. The scheme is completely opposite in SP. The Socialists have made public their strategy: in 30 percent of the winning list, which is closed and secure, the SP will insert new names to guarantee the transformation of the list. While in the open part of the list, the SP will insert the old political names that are still in the Assembly.
Through this scheme, the Socialists actually transform the majority of the new list in the Assembly and provide a test for the old team, who must face each other to enter the Assembly.
So, after May 11, we will have a Socialist Party with an almost renewed group of deputies and a PD with calcified loyalists of Berisha, which will make its defeat even more dramatic.
If in the old SP, who are on the open list, they will use their popularity to increase votes and guarantee entry to the Assembly, in the DP those who are outside the area of the closed list are sure that they will not reach that percentage and will not fight. Even those who have a safe place on the closed list will not fight. So their outcome tends to be worse.
The problem is that Berisha no longer cares about winning the elections or any good results. He only cares about a loyal group. This group is provided by the "honor" that Edi Rama did with the closed list of up to 30 percent and the avoidance of primaries. This is what you are doing.
