Practically, the decision to "rely on independent candidates" is a "subtle" game to not participate at all in the "November 9th celebration".

Today's "decision" by the DP leadership that it will not field candidates in the November 9 elections was not a big mystery.

It seemed clear that there was no plan to have a direct competition, especially in Tirana, but the technical aspects of the problem seem to have been fixed along the way.

The partial elections do not have a competition for council lists, but a direct match with one round, of names that will clash for the municipality of Tirana and the 5 other units.

Practically, the decision to "rely on independent candidates" is a "subtle" game to not participate at all in the "November 9th celebration".

Supporting a civic candidate, that is, one who comes from society, is an almost permanent norm in local elections in all Western European countries. Where parties support lists or civic initiatives that put forward a candidate who comes as a well-known professional, intellectual, or activist.

But in these cases, the main parties or the coalitions they form bring this proposal that comes from society as their political candidate. And in most cases, these characters become important politicians of the respective parties. Matteo Renzi, who became Prime Minister of Italy, came from an experience as a candidate 'from society' as mayor of Florence and President of the Tuscany region. Renzi was even elected president of the center-left Democratic Party in Italy.

Returning to our case, it seems that the DP has no problem finding a name, either within itself or even from among the "opposition world".

The problem that the DP has is the already great lack of a model in an important municipality in Albania. This does not mean that the DP mayors have not created models in the direction of their governments.

Today, the DP has several municipalities, starting from Kavaja, Memaliaj in the South, or Puka and Fush-Arrësi in the North, etc. Meanwhile, over the years there have been various mayors who have left a reputation, and are also popular in the communities.

However, until now, Sali Berisha's DP does not have a governance model or vision of development, as on the other hand in the SP, has come over the years for the governance of cities. A model that with the arrival of Edi Rama as prime minister has been centralized and has lost that political variety that various SP mayors had in the main cities. Who have been governed without interruption from the left.

The DP has long governed Shkodra, not creating its own model, but building a political bunker that it used for its next battles. The lack of a model has created a precedent, a pore and a complex, of course, for what cannot be easily won now.

But even this seems like an Alice in Wonderland fantasy. Because, in every electoral race, a political force creates a political process that replaces or corrects the previous one.

A political process, which is an irreplaceable mechanism for creating new leaders and names. In the American Democratic Party, after the heavy defeat of last year, new leaders are emerging from the ranks of local leaders such as state governors.

A candidate for Tirana, even if he comes from abroad, will naturally become a character in the democratic world, where he will have his fans and his doubters.

Berisha clearly will not allow this process, because he has the mentality that he will move the keys to every carousel. By creating this vacuum, which he wants to keep as a defense for at least 2 years with the fear that a new political cosmos will be born within the former headquarters of SHQUP.
