This is a very big business, involving officials, supervisors, designers, builders. And it is one of the biggest holes in the "systematization" of public money.

For several years, public road tenders have been engulfed by a massive epidemic. It is the epidemic of additions or modification of contracts.

The procurement law allows that for unforeseen situations, which materialize during the implementation of the contract, the contracting authorities can increase the funds up to 20 percent of the initial contract value for the private company. But this is the exception, not the norm.

In road tenders, this is becoming the norm. It is currently very difficult to find any investment on the road that has been completed at the original bid value. The vast majority of them receive contract extensions during implementation. Korçë-Ersekë, the tears of Kardhiqi, Ring, etc etc...

Practically, the 20 percent increase in the contract in ARSH has become the norm. What the law has established as an exception for unforeseen cases is being applied in almost every contract. This makes Albania the most unpredictable country in the world.

In fact, there are cases where the supplement goes up to 40 percent. The Palati me Shigjeta overpass received an additional 4.5 million euros over the tendered value with the excuse that it was designed incorrectly and could not support the weight of the traffic.

Perhaps the need has arisen for the deputies in the Assembly of Albania to request information from ARRSH or the Ministry of Infrastructure. What is the value of contract extensions awarded over the last 5 years? In what percentage of contracts was the instrument of addition or modification implemented in relation to the total number of contracts?

If it turns out that the instrument was used in more than 30 percent of the tenders, then there is no longer an exception, but a rule. Furthermore, these indicators can be compared between similar institutions.

The word comes, it would be very interesting to compare the use of the contract modification/addition instrument between ARRSH and the Albanian Development Fund. The impression is that at the Fund this instrument is used much less than at ARRSH. But this is an impression, so the MPs should request the detailed data from the institutions because the journalists convey it and do not give it to them.
