In the decision of the Special Court on the arrest measures of the accused for the AKSHI tenders, there are at least two characters, who are also accused of being collaborators in the theft of the TIMS system database of the State Police, an event that occurred on August 2, 2023.
The first to appear is Ervina Gjana, Director of the Directorate for Cybercrime Investigations, appointed to this post precisely on August 2, 2023, the day of the crime.
At the end of one of the photos, which are found in the court decision, it is written: Ergys Agasi: (speaking on the phone) Oh my brother, what are you doing, you are good... good, good. Look now, ERVINA will come because there will be an action for some forgeries...”
Ervina was catapulted to the top of the State Police, to the position of Director for Cybercrime Investigations, at a time when Taulant Balla was the minister and Muhamet Rrumbullaku was the Director General.
According to Taulant Balla, Ervina was part of a "new team within the General Directorate of Police, which has undertaken, from June 2023, a complete change in the way of technical and security administration..."
Gjana's appointment procedure was, from start to finish, in violation of the laws on appointments to the State Police. Everything was trampled underfoot, starting from the main condition, she had completed her studies in "computer engineering", while the Directorate for Cyber Crime Investigations was an investigative structure.
As part of the SPAK investigation into the AKSHI tenders, BKH investigators decided to search the apartment of Ervina Gjana and her husband, Renato Hristic. They had accurate information that Ervina Gjana's husband was a connection to Ergys Agas, sometimes in the role of personal driver, sometimes in some other role.
Likewise, investigators have suspicions that the same character, Ergys Agasi, through Director Gjana, was setting in motion cyber investigation structures to target legitimate businesses or rival criminal groups, with the aim of removing them from activities in which he, or his friends, had interests.
For this reason, investigators have singled out, or selected, the part obtained from the videos that Agasi was making to himself, where it says: "Look now, ERVINA will come because there will be an action for some forgeries". With the continuation, which is not in the photo: "...and so that the word does not get out, because they want to burst the bellies. Understand, carefully..."

The second character, in the story of the theft of the TIMS database, which appears in the AKSHI tender file, is Klodian Mazari, one of the civilians, who, on August 2, 2023, entered the premises of the State Police and operated, at length, to copy the data of the TIMS system.
Known as a connection to Ermal Beqiri, the other businessman wanted by SPAK for AKSHI tenders - according to the file data, page 131, Klodian Mazari appears as the Chairman of the Complaints Review Commission (KSHA) at AKSHI.
According to the investigation, Klodian Mazari and two other members of this commission have reviewed the complaint of the company "Advanced Business Solution" of businessman Gerond Meçe, the same one who was taken hostage by the criminal group that had privatized the AKSHI tenders.
According to the investigation, Klodian Mazari and the other two members of the Complaints Review Commission have fabricated an illegal argument to throw out the complaint of Gerond Meçe's Company.
Specifically, "...the legal reasoning of the KSHA is clearly unfounded, as it has no legal basis or reference to any specific legal norm..."
Finally, it can be said that the appearance of these two characters in the investigations into the AKSHI tenders not only makes more credible the accusation that the people who stole the TIMS system database have functioned as a structured criminal group, but also the suspected fact that they are part of a larger, and more dangerous, organization of stealing all information, or secret data, that is stored in the institutions of our state.
