Mafia assassinations in Vlora, GJKKO leaves two 'soldiers' of Ines

The Special Court Against Corruption and Organized Crime has left in force the security measure "prison arrest" for Flodian Plaku and the former crime boss in Vlora, Rezart Kuçi.

The decision comes after the operation undertaken by the Special Prosecution Office Against Corruption and Organized Crime (SPAK), supported by the National Bureau of Investigation and the State Police, to uncover two assassination attempts that occurred in 2021 in the city of Vlora.

The investigations are related to the murder of Gentjan Qarri on February 6 and the execution of Bledar Birçaj on March 10 of the same year. According to SPAK, behind these events is suspected a criminal group linked to Inez Hajrulla, a name known to the authorities in the coastal city and considered by investigators to be an influential figure in the criminal world in Vlora. Hajrulla has also been the target of several assassination attempts in the past, from which she managed to survive.

The operation and the charges

SPAK and BKH, supported by the State Police and the Vlora Police, conducted checks in the Uji i Ftohtë area, where some of the arrest warrants issued by the court for suspected members of the criminal group were executed.

Among the eight arrest warrants was one for Rezart Kuçi, who previously served as head of the crime sector in Vlora. He is accused of the criminal offenses of "Abuse of office", "Drug trafficking" and "Participation in a structured criminal group".

According to SPAK, the investigation has revealed that Kuçi, in his capacity as a police officer, is suspected of having used his position to assist criminal activity. The prosecution alleges that he provided logistical support for the transport of narcotics, leaked confidential information on police checks, hacked into mobile devices by deleting data of interest to the investigation, and illegally used the TIMS system for the interests of persons involved in criminal activity. According to the investigation, he is also suspected of having used encrypted communication through the SKYECC application.

Just a year ago, Kuçi was awarded a certificate for "Distinguished Services" by the General Directorate of the State Police, and is now expected to face charges in court.
