SPAK has filed official charges against Inez Hajrulla's criminal group for the elimination of Gentjan Qarri on February 6, 2021, and Bledar Birçaj on May 10, 2021. SPAK says that Hajrulla and his right-hand man Ervis Matodoshaj, in collaboration with other members of the group, organized and coordinated in real time with the executioners, with the aim of carrying out Qarri's murder.
Gentjan Qarri, also known as 'Gecja', was killed in Vlora while walking in the afternoon. Kalashnikov bullets were fired at him, and he died on the spot.
It was Hajrulla's group, according to SPAK, that made it possible to hide the perpetrators and burn the vehicle in which they fled the scene. Hajrulla and his right-hand man, Ervis Matodoshaj (both still wanted), gave instructions to monitor the 40-year-old, secure the vehicles and carry out the murder, while they then disappeared from the scene of the crime.
Regarding the murder of Bledar Birçaj on May 10, 2021, SPAK says that Inez Hajrulla's group has ensured all the conditions for his elimination.
The reason is suspected to have been the disruption of drug deals. Birçaj was executed just a month after returning from Spain to our country. Hajrulla's group had put him under surveillance, even using surveillance cameras to monitor the bar owned by him, "The Boss".
SPAK says that through these cameras, the group managed to continuously monitor Birçaj's movements, schedules, and the people he was with, until they put the plan for his execution into action on May 10, 2021. At the time Birçaj was ambushed, he was in a car with a 20-year-old man and an anti-drug police officer, Granit Deromema.
"Premeditated murder, provided for by Article 78, paragraph 2 of the Criminal Code, against citizen Gentjan Qarri on February 6, 2021 in the city of Vlora, committed in a special form of cooperation, that of a criminal group, "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by Articles 28/4, 333/a and 334, first paragraph, of the Criminal Code.
The suspects IH and EM, in collaboration with other members of the structured criminal group, organized, interacted and coordinated in real time with the perpetrators, with the aim of carrying out the murder and provided operational instructions related to monitoring the victim, securing the vehicles and committing the murder, hiding the perpetrators and burning the vehicle in which the perpetrators fled.

From the analysis of the communications, it results that IH and EM as well as unidentified citizens up to this stage of the investigation, in cooperation with each other, have undertaken a series of deliberate actions to carry out the murder of citizen BB. They have ensured all the conditions and have used technical means, such as surveillance cameras and have observed the “The Boss” bar owned by citizen BB, to continuously monitor his movements, schedules and the people he associates with. It also results that they have drawn up a concrete plan for the manner and place of execution. Citizen BB was executed on May 10, 2021, in the 'Hajro Çakërri' neighborhood, in Vlora,” SPAK's announcement states.
