The former mayor of Bulqiza, Lefter Alla, has again requested freedom in the Special Court. The media reports that Alla claims release due to her health condition.
Alla's lawyer brought new evidence from forensic experts regarding his health condition.
According to his lawyer Hysni Demiraj, it turned out that former mayor Lefter Alla is not in a good condition to face prison.
The hearing was adjourned to July 29 at 1:30 p.m. until the documentation is reviewed.
The former mayor is accused of abuse of office and violation of equality in the tender related to the tender worth nearly 3 million euros.
We remind you that Alla and 12 other people, 7 of them officials of the Municipality.
Their arrest was made after they are accused of favoring Alla's relative, Aqif Konesha, who carried out the works of the new water supply. The arrests were made by order of SPAK, while on March 15 and 16 checks were carried out by BKH officers.
The house of Lefter Alla's brother, as well as dozens of other apartments, was the object of the inspections. Two of the arrested have been placed under house arrest, while the mayor Lefter Alla was handcuffed on the morning of March 16. According to SPAK, it is about a tender for the rehabilitation of waste water in the old quarter of the city of Bulqiza.
From the investigations, there are strong doubts that the mayor Alla, in cooperation with the deputy mayor of the Lleshi Municipality, as well as other employees have favored the two companies 'BOE Egland shpk' and 'BE-IS shpk', during the public prosecution procedure. This favoring of these two companies was done in order that the works for the water pipe will then be carried out by the company 'OE 2AF Albania shpk', which is under the administration of Alla's relative, Aqif Konesha.
Mayor Alla in cooperation with other officials have approved criteria to favor the two firms 'BOE Egland shpk' and 'BE-IS shpk' that participated in the tender.
After announcing these companies as winners, the works for the water pipeline were carried out by the company 'OE 2AF Albania shpk'. It is about the tender "Construction of the water supply and distribution network and the construction of the KUZ network, Old Quarter, Bulqizë city, Bulqizë Municipality", worth about 3 million euros, with a time limit of 10 months. The companies that won the tender have as administrator Rasim Dacin, for 'BOE Egland shpk', while the administrator of 'BE-IS shpk' is Kastriot Ibrahimaj.
The charges against Mayor Alla and Vice Mayor Lleshi for the criminal offenses "Violation of the equality of participants in public tenders or auctions" and "Abuse of office". Meanwhile, Aqif Konesha accuses Alla's relative of criminal offense "Forgery of documents".
Two administrators, Rasim Daci and Kastriot Ibrahimaj, are also accused of falsifying documents, the latter has been placed under house arrest.
