Seven police officers have been suspended from duty after the discovery of a warehouse where cannabis was cultivated in the Peqin area.
The suspended officers are: Commissioner Altin Gusho, Commissioner Danjel Kacaniku, Deputy Commissioner Sefer Dushku, Inspector Muharrem Zylyfi, Deputy Commissioner Bilbil Lita, Commissioner Denis Sinani and Inspector Arben Koseni.
The decision to suspend them was taken for open non-implementation of legal provisions in fulfilling functional duties, in relation to the case of cultivation of narcotic plants in two closed environments in the village of Kurtaj, Peqin, on March 19, 2026.
Cannabis warehouse in Peqin:
The operation was carried out by the State Police following information obtained through operational channels, according to which a "barber's house" was operating in a warehouse in the village of Kurtaj, Peqin.
The facility where the cannabis was discovered during the March 19 operation turned out to be owned by Bilal Hasa, former director of the Rrogozhina Prison. He was declared wanted and turned himself in a few hours later at the police station. The following day, the police announced that he was released, as no evidence was found linking him to the drug laboratory. Meanwhile, the General Directorate of Prisons decided to suspend him from duty.
During questioning, Hasa denied any involvement, stating that he had not been to the facility where 1,105 pots of cannabis plants and seedlings were discovered for months, and that he had no knowledge of the activity taking place there. According to him, his brother was in charge of the property, including the warehouse.
During the police intervention, no one was found near the plantation, which has raised suspicions of a cover-up of the operation. These suspicions are also increased by the fact that a cultivation of such proportions and in an advanced stage requires constant care and supervision. Old cannabis remains were also found in the premises of the building, suggesting that the activity may have started a long time ago and that the 4,000 roots discovered were not the first planting.
Objects with DNA traces, such as plastic bottles, cigarette butts, and work tools, were also seized at the scene.
According to sources, the warehouses were previously used as barns for agricultural and livestock equipment, as well as stables for livestock.
Only one OSHEE employee was arrested in the operation, 23-year-old tax collector Erion Dogovelli, suspected of the criminal offense of "Abuse of office." Meanwhile, two OSHEE officials in the Peqin area, Ervis Maçi, 36, and Denis Elezi, 34, have also been declared wanted.
It is suspected that the "weed house" was supplied with electricity through a high-capacity transformer, sufficient for an entire neighborhood, which was allegedly used to support cannabis cultivation through special lighting equipment.

Following the investigative and procedural actions, carried out at the scene, by order of the General Director of the State Police, with the aim of determining legal responsibility, regarding the case of the cultivation of narcotic plants in 2 closed environments, in the village of Kurtaj, Peqin, which were discovered on 19.03.2026, the Directorate of Professional Standards initiated a disciplinary investigation, pursuant to article 121, point 1, letter "i", of the law "On the State Police", "Open failure to implement legal provisions for the fulfillment of functional duties", for the following Police employees:
Commissioner AG, acting Head of the Peqin Police Station;
Commissioner DK, acting as Head of Crimes in Volume, at the Peqin Police Station;
Deputy Commissioner SD, with the duty of Criminal Police Specialist, at the Peqin Police Station;
Inspector MZ, with the duty of Community Policing Specialist, at the Peqin Police Station;
Deputy Commissioner BL, former Chief of the Peqin Police Station, currently acting Chief of the Devoll Police Station;
Commissioner DS, former Chief of Major Crimes at the Peqin Police Station, currently serving as Chief of Major Crimes at the Devoll Police Station;
Inspector AK, former assistant specialist for the Criminal Police (agent) at the Peqin Police Station, currently on duty as a service officer at the Reception and Security Unit in Gjadra.
For these employees, due to deficiencies found during the performance of their duties, based on article 163, point 3, letter "a", of the State Police regulation, approved by Council of Ministers No. 112, dated 24.02.2025, disciplinary suspension from duty was imposed.
"The State Police is determined to prevent, identify and crack down on the criminal activity of cultivating narcotic plants, to bring its perpetrators to justice, as well as to punish any police officer who does not fulfill their functional duties, who becomes an assistant or party to citizens who carry out this activity," the police announced.
