SPAK has closed the investigations into a structured criminal group that trafficked drugs and has charged Flori Palin, Anita Adilaj and Fredi Palin.
According to SPAK, Flori Pali was the leader of the criminal group that trafficked drugs in 2018 and 2019 in Norway.
The investigation has shown that the defendant Flori Pali in the capacity of an organizer of a structured criminal group during the time period January 2018 to June 2019, in cooperation with the defendants convicted in the Kingdom of
Norway's Halit Xhini and Steven Cooper, as well as an unidentified network of distributors, illegally directed the trafficking to Norway, the illegal storage, sale and distribution in Stavanger, Norway of at least 4 kg of cocaine and 10 kg marijuana, providing significant income from this illegal activity.
The defendant Flori Pali, being in the role of a leader of a structured criminal group, has organized the transfer of significant amounts of money from Norway to Albania both before 2018 and after this year with the help of a network of people, money that was transferred or through different financial companies, or brought "cash" from different citizens, where they were then managed by co-defendant Fredi Pali.
The defendant Anita Adilaj is continuously involved in the drug trade in Stavanger, Norway, as well as having a key role in sending money from Norway to Albania, before this income from criminal activity in the field of narcotics. committed in Norway by the organized criminal group.

The Special Prosecutor's Office against Corruption and Organized Crime has completed the investigations of criminal proceedings no. 132 of 2019, sending for trial on 31.10.2023, the defendants:
1. Flori Pali, accused of the criminal offences:
- "Production and sale of narcotics", carried out in collaboration in the form of a structured criminal group and more than once, provided by article 283 paragraph 2 and article 28 point 4 of the Criminal Code ;
- "Trafficking of narcotics", carried out in cooperation in the form of a structured criminal group and more than once, provided for by article 283/a paragraph 2 and article 28 point 4 of the Criminal Code;
- "Cleaning of the proceeds of a criminal offense or criminal activity", carried out in collaboration in the form of a structured criminal group, provided for by Article 287, paragraph 1, letters "a", "b" and "c" and paragraph 4, letters " c", "ç" and "d", as well as article 28, point 4 of the Criminal Code;
- "Structured criminal group", in the form of the creation, organization and direction of the structured criminal group, provided by article 333/a paragraph 1 of the Criminal Code;
- "Commitment of criminal offenses by criminal organizations and structured criminal groups" provided by article 334 point 1 of the Criminal Code;.
2. Anita Adilaj, accused of the criminal offences:
- "Production and sale of narcotics", carried out in cooperation in the form of a structured criminal group, provided by article 283 paragraph 1 and article 28 point 4 of the Criminal Code;
- "Cleaning of the proceeds of a criminal offense or criminal activity", carried out in cooperation in the form of a structured criminal group, provided for by article 287 paragraph 1 letters "a", and "b" and paragraph 4 letters "c", "ç" of "d", as well as article 28 point 4 of the Criminal Code;
- "Structured criminal group", in the form of participation in a structured criminal group, provided by article 333/a paragraph 2 of the Criminal Code;
- "Commitment of criminal offenses by criminal organizations and structured criminal groups" provided by article 334 point 1 of the Criminal Code;
3. Fredi Pali, accused of the criminal offences:
- "Cleaning of the products of the criminal offense or criminal activity", carried out in collaboration in the form of a structured criminal group, provided for by article 287 paragraph 1 letters "a", "b" and " c" and paragraph 4 letters "ç" and "d", as well as article 28 point 4 of the Criminal Code;
- "Structured criminal group", in the form of participation in a structured criminal group, provided by article 333/a paragraph 2 of the Criminal Code;
- "Commitment of criminal offenses by criminal organizations and structured criminal groups" provided by article 334 point 1 of the Criminal Code;
This criminal proceeding has been investigated in close cooperation with the justice authorities of the Kingdom of Norway.
Nga hetimi është evidentuar ekzistenca e një grupi të strukturuar kriminal i dedikuar në fushën e trafikimit, shitjes, ofrimit për shitje, dhënies ose marrjes në çdo formë, shpërndarjes, tregtimit, transportimit, dërgimit, dorëzimit dhe mbajtjes së narkotikëve, si dhe në pastrimin e produkteve të veprës penale para vitit 2018 dhe deri në vitin 2019 , në përbërje të të cilit spikasin shtetas shqiptarë rezidentë apo jo në Norvegji.
Nga hetimi ka rezultuar se i pandehuri Flori Pali në cilësinë e një organizatori të një grupi të strukturuar kriminal gjatë periudhës kohore Janar 2018 deri në Qershor 2019, në bashkëpunim me të pandehurit e dënuar në Mbretërinë e Norvegjisë Halit Xhini dhe Steven Cooper, si dhe të një rrjeti shpërndarësish të paidentifikuar, në mënyrë të kundërligjshme ka drejtuar trafikimin për në Norvegji, ruajtjen, shitjen dhe shpërndarjen në mënyrë të kundërligjshme në Stavanger të Norvegjisë të paktën sasinë prej 4 kg kokainë dhe 10 kg marjuanë, duke siguruar të ardhura të konsiderueshme nga kjo veprimtari e kundërligjshme.
I pandehuri Flori Pali duke qenë në rolin e një drejtuesi të grupit të strukturuar kriminal, ka organizuar transferimin e sasive të konsiderueshme parash nga Norvegjia për në Shqipëri si para vitit 2018, ashtu dhe pas këtij viti me ndihmën e një rrjeti personash, para që transferoheshin ose nëpërmjet shoqërive të ndryshme financiare, ose sillnin “cash” nga shtetas të ndryshëm, ku më pas menaxhoheshin nga i bashkëpandehuri Fredi Pali.
E pandehura Anita Adilaj në vazhdimësi është e përfshirë në tregtinë e drogës në Stavanger të Norvegjisë, si dhe ka patur një rol kyç edhe sa i takon dërgimit të parave nga Norvegjia për në Shqipëri, para këto të ardhura nga veprimtaria kriminale në fushën e narkotikëve, të kryer në Norvegji nga grupi i strukturuar kriminal.
Kjo e pandehur ka luajtur rolin e llogaritares së të dënuarit në Norvegji, bashkëjetuesit të saj Halit Xhini, në lidhje me paratë që i dërgoheshin të pandehurit Flori Pali dhe detyrimet që kishin ndaj tij.
I pandehuri Fredi Pali ka luajtur rolin e menaxhuesit të parave apo pasurive të fshehura të të pandehurit Flori Pali, në lidhje me paratë e dërguar nga anëtarë të tjerë të grupit të strukturuar kriminal apo shtetas të tjerë nga Norvegjia.

Më datë 08.05.2023 Gjykata e Rrethit Gjyqësor Sør-Rogaland, Norvegji, ka deklaruar fajtor dhe dënuar me burgim anëtarët e tjerë të grupit të strukturuar kriminal Halit Xhini dhe Steven Cooper për vepra penale në lidhje me narkotikët dhe pastrimin e produkteve të veprës penale.
