The National Crime Agency (NCA) in Britain announced that members of two organized crime groups have been convicted of an elaborate conspiracy to transport large quantities of cocaine. Specifically, Albanians, Elton Hallaçi (32 years old) and Artur Iseberi (27 years old), both residents of Liverpool, who, along with other members of the network, were convicted by a court in the United Kingdom, following a lengthy NCA investigation that was carried out last year.
The gang was run by individuals based in the US and Mexico, who organised the transport of pure cocaine via flights from Cancun in Mexico to Manchester airport.
The American couriers followed instructions via text messages from an American organizer named “Nate” to pick up specific suitcases containing hundreds of kilograms of cocaine before transferring the bags to associates waiting in nearby locations, who were also in contact with “Nate.”
Hallaci and Iseberi were involved in organizing the transportation of cocaine, while Britons Dale Hosker, 49, and Dale Creen, 34, belonged to a second criminal group, which was also involved in collecting cocaine from American couriers and distributing it throughout the country.
On May 11, 2024, 8 suitcases arrived at Manchester Airport from Cancun and Barbados. Couriers collected them and took them outside and took a taxi to a nearby hotel, where 5 of them were delivered to Hallac and Iseber and two were delivered to Hosker.
But one of the American couriers left behind a package which Border Force officers opened and discovered 20 one-kilogram blocks of cocaine. The NCA investigation showed that on that day, the Albanians collected 100kg of cocaine. A few weeks later, on 31 May, 300kg of high-purity cocaine worth an estimated £24m was smuggled into Manchester Airport in 12 suitcases.
7 couriers were sent to collect them, but only one woman managed to get through and headed to an address in Bury to deliver the drugs to Creen and Hosker. The other suitcases were seized, each of the suitcases containing between 22 and 24 blocks of cocaine and a tracking device.
Hallaci, Iseberi, Hosker and Creen were arrested on 17 June 2025 by NCA officers. The evidence against them was incontrovertible. Inside Hallaci's house, officers found the keys to a Jaguar car parked outside. Officers also discovered detailed logbooks of cocaine imports. They contained references to deliveries involving both Hallaci and Iseberi on 11 May.
The notebooks, which were written in Albanian and bore the fingerprints of Hallac and Iseber, showed how the drugs would be divided up, with 30kg going to Bradford, 35kg to London and 8kg to Birmingham. As part of the investigation, NCA investigators also seized two other Jaguar cars belonging to the Albanian OCG group, which were fitted with aftermarket leather. Ahead of their trial earlier this month, Hallac, Iseber and Hosker pleaded guilty to smuggling cocaine and possession with intent to supply.
