Ilir Paja, a well-known name in the criminal world in Albania and Italy, has been released from prison, after the prosecutor in the case, Arta Marku, through a request addressed to the Tirana Court of Appeal, requested the revocation of the security measure from "Prison Arrest" to "House Arrest" for the man involved in several serious criminal events.
Considered the "UFO" man, due to his numerous escapes from Italian prisons, escaped from Burrel prison on the evening of February 17, 2026, placing himself under "house arrest" in an apartment in Tirana.
According to documents obtained by journalist Elton Qyno, the change in the prosecution's position in this criminal case came about because the Ministry of Justice failed to respond to the letter of request from the Italian authorities within the 3-month deadline.
The criminal case against Ilir Paja is a case that has gone through the entire judicial cycle in Albania, where the sentence of 25 years and 4 months in prison for two murders and rape in Italy was overturned on March 13, 2025 by the Constitutional Court, which ordered the return of the case for retrial to the Supreme Court.
In 2022, the Italian authorities brought the investigative file for Paja, but this decision, according to Ilir Paja, was recognized in 2011 by the Court of Serious Crimes, which, based on the investigative acts transferred by the Italians to Albania, resulted in Paja's conviction being recognized and sentenced by the Criminal Court, leading to him serving his sentence in Albania.
Further, the Supreme Court, on September 18, 2025, decided to overturn the decision of the Tirana Court of Appeal, returning the file against Ilir Paja for retrial in this court, which sets 3 tasks for it to accomplish before issuing a final decision on Ilir Paja's case.
Among the 3 tasks left by the Supreme Court were:
1) Certified copy of the decision (N.SIGE) no.2/2025 dated 10.09.2025 of the Court of Serious Crimes of Milan, for the declaration of invalidity of the execution order no. SIEP 3356/2022 issued by the Milan Prosecutor's Office on 25.08.2025 for the Albanian citizen Ilir Paja, together with information on whether or not the means of appeal have been exercised against this decision (a copy of the decision has been sent to you attached)
2) Information regarding the execution practice followed by the Prosecutor following the above decision of the Milan Serious Crimes Court.
3) Informing whether the will of the Italian state authorities continued to exist for the recognition, with a view to continuing the execution in the Republic of Albania, of the sentence imposed in the case in question on the Albanian citizen Ilir Paja.
All three of these tasks have not been completed within a 3-month deadline by the Ministry of Justice, the Tirana Court of Appeal, and the prosecution.
The court missed the deadline for the administration of these 3 pieces of evidence in Italy, so on February 17, 2026, the prosecutor in the case, Arta Marku, filed a request with the court replacing the measure of "Prison Arrest" with "House Arrest".
Arta Marku's request was accepted by the Court of Appeal, which ordered Ilir Paja's release from prison and his placement under "house arrest".
Ilir Paja has been sentenced to 25 years in prison for a crime committed in Milan, Italy, where Ecuadorian citizen Ramires Saca Louis Gonzalo was killed and Orellana Calle Jose Enrique was injured.
The secured file provides a clear picture of the dynamics of the crime that occurred on September 2, 2006 in "Park Nord" in Milan.
The 25-year prison sentence for Ilir Paja was given as a combination of sentences for the criminal offense of kidnapping and rape of a Romanian citizen, LASCAR Nina Alexandra, and "Unlicensed Possession of Firearms."
The murder of the Ecuadorian and the rape of the Romanian were committed 6 months after Paja had escaped from Perugia prison and was staying in Milan together with Gentian Makshian.
According to the Italian file, Ilir Paja was initially arrested in Italy on April 27, 2006 in the Perugia area, after German justice authorities had issued an arrest warrant for Paja on July 20, 2005, accusing him of murder.
From July 27, 2006, when he was arrested on behalf of Germany, until June 11, 2006, Paja was reportedly held in the Perugia prison. However, as the trial for his extradition to Germany began, on June 11, Paja was able to escape and it is proven that he found refuge in the city of Milan.
From wiretaps conducted on an Albanian social circle in Milan, the Italians learned that Paja was staying in Milan, in the company of another Albanian, named Gentian Makshija, the latter already convicted in Italy.
Because these two characters were involved in a murder that occurred on September 2, 2006, the Italian police were able to arrest them on September 4. From that date, Ilir Paja remained arrested until August 14, 2007, after he managed to escape again while being transported by ambulance from Livorno to the Carinola prison in Italy.
Through investigations conducted by Italian authorities, it has been proven that Paja was able to leave Italian territory, entering Albania, where he remained sheltered. While his friend Gentian Makshia, appeared before the Milan court and was sentenced in Italy.
According to the investigative file, on the evening of September 2, 2006, Ecuadorian Garcia Contreras Maria Belen, who was with her husband, her yacht, and other compatriots in the parking lot opposite "Parco Nord" in Milan, was verbally harassed by Albanian, Gentian Makshia.
This person asked her to separate with him in the park, but Garcia Contreras Maria Belen did not respond to the invitation and joined her other family members.
After a few moments, her husband Jaramillo Guerrero Andrei Fernando, along with a friend of his, went to the park and there they noticed Gentian Makshian, who was the person who had verbally harassed his wife a moment earlier.
Makshia was committing shameful acts in public, against Ecuadorian citizens. Jaramillo Guerrero Andrei Fernando, reacted by telling Gentjan Makshia, that the area was frequented by women and children, and he could not commit such acts there. At this moment, it turns out that a fight has begun between them.
From the statements of the people present at the scene, it appears that Gentjan Makshia left, joining several of his compatriots, who were standing a few meters away.
A few minutes later, it turns out that Gentian Makshia has again approached the group of citizens from Ecuador, accompanied by another person, who was later identified as Ilir Paja.
At these moments, Gentjani punched Garcia Rojas Isidro Freddy, who is the father of the girl he had molested. Meanwhile, on the other hand, Ilir Paja, with a semi-automatic "Tanfolio" pistol that he held in his right hand, threatened the entire group of Ecuadorians.
The situation worsened when other people from Ecuador, who were in the park, approached and began to defend the "Garcia" family, throwing hard objects (stones and bottles) at the two Albanians.
At these moments, Ilir Paja, with the firearm he had in his hand, began shooting at the Ecuadorians, who were following them, as they were leaving the park in the direction of the "Lancia Y" vehicle.
As a result of the gunfire, two Ecuadorians were initially injured: Ramires Saca Louis Gonzalo, who later died, and Orellana Calle Jose Enrique.
The names of Gentjan Makshia and Ilir Paja were learned through telephone intercepts conducted among a social group of Albanians who were talking to each other, indicating that Makshia and Paja had committed the murder./ Syri.net
