The Greek police have arrested an Albanian wanted by the Italian authorities for a murder that happened in 1999.
Ylli Vangjelaj, 48 years old from Vlora, was arrested in Ioannina after a request from the "SIRENE" department of Italy for the criminal offense of "murder-serious wounding" for which he was sentenced by the Court of Appeal of Bologna to 22 years and 8 months in prison. 22.06.2011 and which took a final decision on 23.10.2012.
Meanwhile, Ylli Vangjelaj was also arrested in Albania in July 2018, wanted by Italian authorities for the murder of Ecuadorian sex worker Betty Ramirez, 20, on December 9, 1999.
As it was said then, the Italian decision to sentence him to prison was also recognized by the Court of Vlora which, according to the Albanian media, had initially sentenced him to 23 years in prison and then to only 12 years in prison.
It is not known how Vangjelaj ended up free again, but according to the Greek police the order for his arrest was issued by the Italian authorities again in 2021. During the arrest in Albania it was said that he carried two identities, Ylli and Fatmir Vangjelaj, while the Greek police stated that he arrested him under the identity Ylli Vangjelaj and that he was the holder of an Albanian passport with this name issued on 19.10.2023.
Betty Yadira Ponce Ramirez was raped, tortured, killed and buried on December 9, 1999. She was kidnapped by three people on the evening of December 9, 1999 in front of the Esso gas station in Caorsana and then killed on the banks of the Po in Mortizza. Three Albanians, Ylli alias Fatmir Vangjelaj, Robert Ziu and Erjon Sejdiraj tried to drown him but without success and then put his head under water until he drowned. The most ruthless of the three, Erjon Sejdiraj, known as "Cico", while the young woman screamed in despair, called her sister-in-law informing her of what she was doing. The young woman's body was found on February 20, 2000. The crime, which occurred in the context of prostitution, was intended to be a test of the strength of the three Albanians to the detriment of the gang that dominated at that time in Piacenza. By kidnapping Betty Ramirez and demanding a ransom from the young girl's "owners," they could prove their worth. The brutal murder greatly disturbed the public opinion because of the ruthlessness of the killers and above all because of the criminal depth and the context of the struggle for supremacy between gangs of prostitutes.
Robert Ziu was caught in the USA in 2006 (also sentenced to 23 years in prison) and Erjon Sejdiraj, who was the real leader of the gang, was arrested in Belgium, a country where he was accused of fraud and forgery of documents, as a convict in absence with life imprisonment for murder in Italy.
Ylli alias Fatmir Vangjelaj pas vrasjes u arratis menjëherë në Shqipëri ku kishte ndërruar identitet. Kishte marrë emrin e pagëzimit të vëllait më të madh dhe ditëlindjen e motrës së vogël. Duke u bërë një person tjetër ai u rikthye në Itali ku qëndroi në Chieti ku u martua dhe u bë me një vajzë, por asaj nuk i dha asnjëherë mbiemrin e tij.
Hetimet e autoriteteve italiane nuk u ndalën as pas gati 20 vitesh duke këmbëngulur pranë homologëve shqiptarë për të gjetur identitetin e vërtetë të vrasësit të prostitutës. Policia shqiptare ndaloi vëllain e tij duke besuar se kishte arrestuar vrasësin, por kur u krahasuan shenjat e gishtave ai u lirua me kusht. Në këto momente Ylli ose Fatmir Vangjelaj e kuptoi se rrethi po shtrëngohej dhe vendos të rikthehet në Shqipëri pasi kishte mësuar edhe arrestimin e Robert Ziut. Sapo u kthye në Shqipëri ndryshoi sërish identitet. Nisi të punonte si murator duke bërë një jetë në hije. Por autoritetet italiane e kishin vënë ndërkohë nën përgjim.
Në një telefonatë me bashkëshorten e tij që qëndronte në Itali ajo e pyet:“Çfarë ke bërë në Piacenza?”. Ai nuk i tregoi asnjëherë atë që kishte ndodhur në 9 dhjetor 1999, por hetuesit italianë e mbanin nën vëzhgim bashkëshorten dhe vajzën e tij që ktheheshin shpesh në Shqipëri. Në 12 korrik 2018 u organizua një operacion i përbashkët dhe Vangjelaj u arrestua në shtëpinë e tij pa bërë asnjë rezistencë. Nuk dihet se si ai ka përfunduar sërish i lirë.
