The family members of Ziver Veiz, Faik Myrtaj and Hekuran Deda have addressed separate lawsuits to Strasbourg years ago, suing the government and the latter has given guarantees for the re-investigation of the incident...
The Strasbourg Court made a very important decision earlier this week, declaring the January 21, 2011 masquerade a state crime. For the first time, this court has pointed the finger at Sali Berisha, as it has rejected the entire investigative process for clarifying this event.
The majority rushed to sell this decision as a success, demanding that the 4 murders in the middle of the boulevard be re-investigated. But this is not the only decision that Strasbourg has taken for this event. This is the only decision in which the investigative process is analyzed in detail, but Strasbourg has given other decisions as well.
The family members of Ziver Veiz, Faik Myrtaj and Hekuran Deda have addressed separate lawsuits to Strasbourg years ago, suing the government and the latter has decided to compensate the victims' families by reaching an agreement with them before the court. The government agreed that the investigations were not carried out properly and guaranteed that it would influence the reopening of the files in each case.
"The payment will constitute the final resolution of the case. In the following, the Government admits that the investigation conducted into the circumstances of the death of the applicants' relatives did not comply with Article 2 of the Convention and that these issues were not addressed in the above-mentioned criminal proceedings. Also, the Government undertakes the reopening of the internal criminal proceedings for this matter, taking into consideration the involvement of the relatives of the victims in these proceedings", it is stated in one of the decisions of Strasbourg.
Since 2017, the government has given assurances in Strasbourg that it will influence the reopening of the investigations. Knowing that it cannot compel the prosecution to investigate, the government could very well file criminal charges or provide new evidence. The police themselves tried in one case, but only sent a list of suggestions to the prosecution and nothing else. Also this year, a lawsuit was filed by the Ministry of Justice, but it was also the case and it was the media that intercepted the communications of the Guard. But even those communications were trashed.
With the last decision, Strasbourg put the dots on the "i", but the majority this time is using the event for political credo, since its final clarification seems difficult. Every "January 21" Rama puts flowers on the boulevard and repeats the same thing he has been repeating for 10 years. But nothing has been clarified.
This is for the sole reason that both sides are involved. Rama organized the protest and Berisha was the one who killed them. No one wants to reopen this old wound. / Pamphlet
