The noose narrows for Ilir Beqaj, the former minister leaves SPAK after 9 hours;
Beqaj after leaving SPAK

Beqaj was interrogated for the third time today and he was also informed that he will be called again, which proves that the loop is narrowing...

The noose for the former Minister of Health Ilir Beqaj is starting to narrow. He came out after nearly 9 hours from the SPAK door, where he was questioned throughout the day about the affair with the concession of sterilization of surgical tools.

At 17:40 he left SPAK with a frown on his face. Beqaj tried to remove the responsibility from himself, asking SPAK to deepen the investigations beyond him, even going to the "Berisha" government. He was presented with facts and a report from the KLSH, which shows that in 2013, when Beqaj became minister, there was a newly created sterilization laboratory.

He was asked why he did not start the laboratory, but chose a concession. But Beqaj tried to pass the ball somewhere else. Beqaj said that the investigations should be divided into two phases, the one from March 2011 to September 2013, when the sterilization center was erected near QSUT and the progress of the concession.

He also confirmed that there will be other hearings where he will be interrogated, which proves that the loop is narrowing.

" The launch of what is claimed as a security measure against me, are the reports of the KLSH. I also believe that the investigations are still very narrow. It is imperative that they lie in two parts. First, from March 2011 to September 2013 to investigate why the plant was kept in the bag for two and a half years and was not put into operation. However, it has already been 8 years since the implementation of the contract to investigate who are the direct benefits of the citizens and the state budget from the implementation of this contract. Today we communicated with the prosecutors and they confirmed that I will have the items that were seized from me on October 28, but related to the continuation of the sterilization, two overseas travel documents that I received today and the second one after the electrical inspections of the equipment are completed they will be returned to me. Today it was clarified that the gas and Annex 8 are related to sterilization and nothing else ," said Beqaj. It is learned that Beqaj will be presented with the reports of the KLSH in other questioning sessions and it seems that now the former minister will be moved "on rent" to SPAK.

But now SPAK is also on trial. Beqaj is being interrogated and evidence of affairs is coming out every day, but he remains under obligation to appear, unlike what happened to many other names who are in the cell today.

When SPAK requested an obligation to appear for him, judge Erion Bani in his decision requested that the investigations against Beqaj be deepened and a heavier security measure be requested. According to the decision, Beqaj is considered to be the main responsible party and SPAK amnestied him, obliging him to appear.

In the 303-page decision for Beqaj's questioning session on November 20 in court, it is established that the concession contract was not concluded based on legal procedures and it is reasoned that former minister Beqaj violated the law during the contract negotiation process, adding to the damages for the state and favors for private companies.

The clash between judge Bani and SPAK prosecutors over the role of former minister Beqaj in the controversial sterilization concession is not the first time. In August of this year, Beqaj's name was missing from the requests for security measures of prosecutors Edvin Kondili and Ened Nakuçi, while Bani estimated that there was enough evidence to charge him with abuse of office.

According to the court, after the additional investigations carried out by the prosecution by administering the expert reports on the telephones of the persons under investigation, it is believed that Beqaj was aware of all the procedures and documentation administered by the Concession Commission. Bani goes further in his reasoning, assessing that there is a reasonable suspicion that Beqaj has the quality of organizer in this suspected criminal activity for granting the sterilization concession to the predetermined winner.

Based on these circumstances, the court considers that Beqaj should be prosecuted not only for "abuse of duty" in collaboration, but also for the criminal offense of "forgery of seals, stamps and forms" by the person who is tasked with drafting them, provided for by Article 190 , the third paragraph, of the Criminal Code, which provides for imprisonment from three to 7 years. / Pamphlet
