
Ilir Beqaj looks like he has one foot in prison because of the severity with which SPAK has punished former high government officials, but in his case the situation has some fundamental changes. Both by the justice system and by the government, Beqaj is treated more leniently than other heads cut by SPAK.
For anyone who has followed the stories of Saimir Tahir, Lefter Koka, Vangjush Dako or Arben Ahmetaj, it is known that the arrest was preceded by Rama's distancing and avoidance of state duties, before they were hit by SPAK.
They are the same milestones that mark the fall of Saimir Tahir, Lefter Koka, Vangjush Dako or Arben Ahmetaj in the relationship with the leader of the organization, Edi Rama.
The exclusion that Rama did to the "victims" of SPAK
When he was sentenced to prison, Saimir Tahiri did not hold any function in the Socialist Party. He was neither a minister nor a deputy. Rama had distanced himself from him by dismissing him from the Ministry of the Interior and the direction of the SP of Tirana. He then did not include him in the lists of candidates in the 2021 elections, although he had previously protected him from the prosecution's request to arrest him.
Lefter Koka was not a member of parliament when he was arrested in December 2021. He surrendered his mandate as a member of parliament after the Socialist Party won the elections. His resignation made no political sense. Koka had made an important contribution to Durrës and was one of Rama's closest people.
Vangjush Dako had no function in the Socialist Party of Durrës and was not even mayor when he was arrested. He helped the SP in the May 14 elections and was put in handcuffs after the Socialists won the mayor's office. Dako was sidelined after being declared non grata by the US, although the prime minister never denied his friendship with him.
Arben Ahmetaj was preceded by the same events. At first, Rama dismissed him as deputy prime minister. Then as a political leader of Vlora. Before the arrest warrant was received, he was left without any state or party function. Ahmetaj himself has shown that his arrest was openly discussed at party meetings.
Rama's weakness for Ilir Beqaj
The opposite happened with Ilir Beqaj. Until a few hours before the announcement in the media about the seizure of his passport and the accusation of abuse of office, Beqaj was on duty as the Head of the State Agency for Strategic Programming and Aid Coordination, also known as the State Agency for Strategic Programming and Aid Coordination, (SASPAC).
Beqaj's position was directly subordinate to the Prime Minister.
Sterilization has been investigated since 2020, but it has not prevented Beqaj from joining the ranks of the Socialist Party. In the 2021 elections, he was a candidate for deputy in Shkodër, although he failed to win the mandate due to the poor result in this district.
Recently, Rama entrusted him with a post that many would envy. On October 26 of this year, Beqaj was appointed part of the negotiating group for Albania's accession negotiations to the European Union, replacing number 2 of the Ministry of the Interior, Romina Kukon.
So, unlike other former collaborators, whom he shunned before his arrest, Rama approached Ilir Beqaj by giving him an office in the prime minister's office.
The weakness of SPAK for Ilir Beqjn
SPAK prosecutors have been harsh with those accused of abuse of office. For Lefter Koka, for Alqi Bllako, for Vangjush Dako and for Arben Ahmetaj, they have requested extreme security measures, arrest in prison.
For Ilir Beqaj, the requested measure is "obligation to appear". SPAK has contented itself with confiscating the passport, just like in the case of Sali Berisha, for whom this measure was justified due to his age.
Preferential treatment for Beqaj was also proven in the first phase of the investigation, when the prosecutors amnestied him and chose not to investigate him. It was the intervention of the head of SPAK, Altin Duman and the vigilance of judge Erjon Bano that forced the prosecutors of the case to investigate Beqaj, an investigation that concluded with the charge of abuse of office.
What is the former Minister of Health accused of?
Ilir Beqaj is accused of misuse of duty performed in cooperation with the Sterilization tender file. In August of this year, there were 8 arrests, among them former deputy minister Klodian Rrjepaj and businessman Ilir Rrapaj.
The former Deputy Minister of Health Klodian Rrjepaj and the businessman of hospital sterilizations were arrested for the 100 million dollar Sterilization concession under the charges of "fraud", "forgery" and "abuse of duties in cooperation".
Beqaj, Rrjepaj and Rrapaj traveled together by plane from Italy in June 2014, a period that according to the investigations coincides with the preparatory actions of the concession.
