The Special Court of First Instance for Corruption and Organized Crime in Albania has ordered that the former Minister of Health, Ilir Beqaj, not to leave the territory of Albania and to appear every Friday at the judicial police.
The court emphasized in the decision that the person under investigation, Ilir Beqaj, is suspected of having committed abuse of office in cooperation during the procedures of granting a concession of 100 million dollars for 10 years by the Ministry of Health, which he headed, of integrated services for hospital surgical sterilizations.
The investigators suspect that Mr. Beqaj tolerated the commission's estimates for the costs of the materials, which later turned out to be inflated.
He rejected the accusations of abuse of office and declared through social networks that he only implemented the law and that he does not know the businessmen of the sterilization concession.
After the decision of GJKKO, former Minister of Health Ilir Beqaj has resigned from the position of director for the State Agency for Strategic Programming and Aid Coordination (SASPAC).
His appointment to this agency was not well received by Western diplomats in the country, and they have even taken public actions to express their displeasure while in conferences near him.
Some time ago, Prime Minister Edi Rama included Mr. Beqaj in the negotiating group of Albania with the European Union. The limitation of his travels abroad makes it impossible to perform even this task.
The concession granted 8 years ago provided for the provision of a customized set of surgical instruments, the supply of disposable sterile medical material in the surgical rooms, as well as the treatment of biological waste and the disinfection of the surgical rooms.
Three months ago, the case for which the former minister Beqaj is under investigation for abuse of office in cooperation, led to the arrest in prison under charges of abuse of office, falsification of documents in cooperation and fraud, the former deputy minister of health, Klodian Rrjepaj, as well as the businessman who won Ilir Rrapaj concession.
The investigations of this case are based on suspicions of abuse of office by officials, violation of the equality of participants in tenders carried out in cooperation, as well as passive corruption of high state officials.
Suspected of fraud with serious consequences, businessman Ilir Rrapaj won the concession in December 2015, although immediately at that time suspicions of corruption and non-fulfillment of legal criteria arose.
6 other people were placed under the same charges under house arrest and forced to appear, as suspects of cooperation in this matter through forgeries and abuse of office. / VOA
