The member of the Presidency of the DP, Belind Kelliçi, has denounced today another scandal related to the Tirana incinerator.
He said that the person who was asked for financing for the Tirana incinerator was arrested in the USA for financial fraud. Furthermore, Kelliçi emphasized that he urgently calls on the head of SPAK, Altin Dumani, to use all the agreements he has with the Law Enforcement Agencies in the USA and beyond for the in-depth investigation of this pyramidal financial scheme.
He recalls that only 1 month ago, in the Budget of the Municipality of Tirana, Erion Veliaj approved 12 million euros payment for the Incinerator only for the year 2024.

On March 21, 2023, I made public some documents related to the lack of funds to finance the construction of the Tirana Incinerator.
When this concession contract was approved, according to the proponents, the main benefit of the state was that this company owned 140 million euros with its own capital, enough to build the incinerator, which the state with its own funds could not complete this work.
With this argument, the PPP scheme was selected.
But what do the documents published by us say?
In a document dated December 9, 2022, the parent company in the Netherlands 'Geogenix BV', addressed to Ethos Asset Management INC, with address San Diego California, represented by Carlos Manuel da Silva Santos, called "Project summary", which specifies that the total investment for the construction of the Incinerator in the Sharra Landfill is 141 million euros. The first phase is 28 million euros, of which 22 million euros have been financed and another 113 million euros need to be financed with debt.
When I made this denunciation, I addressed not only the law enforcement bodies, but also the Albanian government to break this contract, as it was approved on false facts and forged documents.
But what happened 8 months after our public denunciation of this fraud scheme?
You will see this official release of the US Department of Justice, specifically the office of the US Attorney, Southern District of California, announcing the arrest on November 13, 2023, of Carlos Manuel da Silva Santos, a citizen, with CEO of the company Ethos Asset Management Inc., on the charge of financial fraud and other crimes in cooperation.
The federal investigators who pursued and subsequently arrested this citizen, have stated that this individual, only 29 years old, is the person who set up an international fraud scheme in cooperation with other individuals. This case remains under investigation in the US by the Homeland Security Investigations Agency.
The parent company in the Netherlands of the Phantom Incinerator, "Geogenix", now owned by ICARE Holding and Franco Tossi Mecanica, have turned to this 29-year-old, now with official federal charges for international fraud in the USA, to benefit from 100 million euros in financing for the construction of the Tirana incinerator.
The Group of Experts at the DP is continuing to analyze many new documents on this issue. In the coming days, we will make transparency about new facts and documents. SPAK can no longer hide and take notice of this affair. No one would have the courage to enter into such financial relations, without the guarantee of monthly payments, which Edi Rama could give first, and meanwhile today only Erion Veliaj gives this guarantee.
Let's not forget that only 1 month ago, in the Tirana Municipality Budget, Erion Veliaj approved 12 million euros payment for the Incinerator only for the year 2024.
I make an urgent call today to the Head of SPAK, Mr. Altin Dumani, to use all the agreements he has with Law Enforcement Agencies in the USA and beyond, to launch several Letters of Order, in countries such as the Czech Republic, Turkey and Cyprus, in relation to these new facts, for the in-depth investigation of this financial scheme pyramid scheme, which is now proven beyond any doubt, that crosses the borders of Albania and seeks to introduce funds, the source of which is unknown, into the Albanian territory.
