
Besiana Kadare will no longer be Albania's ambassador to UNESCO. It was Prime Minister Edi Rama who requested Besiana Kadare's release from her duties, while President Bajram Begaj decreed it. It is still not known why the Prime Minister requested Besiana Kadare's removal from the position of Ambassador, although it seems that she has fulfilled the 4-year deadline.
"In accordance with Article 92, letter "dh", Article 93 of the Constitution, as well as Article 26, point 2 of Law No. 23/2015, "On the Foreign Service of the Republic of Albania", upon the proposal of the Prime Minister,
I decree:
"Ms. Besiana Kadare is relieved of her duties as Ambassador Extraordinary and Plenipotentiary of the Republic of Albania to the United Nations Educational, Scientific and Cultural Organization (UNESCO), resident," the President's decree states.
Besiana Kadare previously held the post of Albania's ambassador to the UN, while since 2021, she has been appointed as ambassador to UNESCO.
She joined the Ministry of Foreign Affairs of the Republic of Albania, Department of International Organizations in 2002 and was later appointed First Secretary at the Permanent Mission of the Republic of Albania to the United Nations in New York.
In 2005, she joined the United States Agency for International Development (USAID) in Albania, where she managed a large international project to prevent and combat trafficking in women and children.
In 2008, Besiana Kadare was appointed to the Embassy of the Republic of Albania in France, where she mainly covered UNESCO issues.
From 2011 to 2016, Kadare served as Ambassador and Permanent Delegate of the Republic of Albania to UNESCO (United Nations Educational, Scientific and Cultural Organization), and from 2013 to 2015 as Vice-Chair of UNESCO's Executive Board.
In 2016, Ambassador Kadare was appointed Permanent Representative of the Republic of Albania to the United Nations and Ambassador of the Republic of Albania to Cuba, non-resident. At the United Nations, she led the preparatory work and lobbying campaign that resulted in Albania’s election, for the first time, to the UN Security Council, for a 2-year term 2022-2023.
She also served as Vice-President of the Executive Board of UNDP/UNFPA/UNOPS for two consecutive years (2018-2019). She also held the position of Vice-President of the 75th session of the United Nations General Assembly (2020-2021).
In November 2021, she was appointed Ambassador and Permanent Delegate of the Republic of Albania to UNESCO.
