
The Socialist Party held an electoral concert on Wednesday at dinner in Kukës despite the prohibition of such organizations by the Electoral Code and after this party and its candidate for mayor had informed the CEC that they were not organizers.
The music concert with the participation of famous singers such as Anxhela Peristeri and Valbona Mema was announced by the candidate Albert Halilaj through his official page on Facebook, where he invited the citizens "to the closing electoral meeting" accompanied by the poster of the concert.
On the poster with the photos of the singers, it was written that the concert was in support of the candidate Halilaj.
He later deleted the post shortly before the meeting called by the State Commissioner for Elections, Ilirjan Celibashi, to consider a request from the "Civic Center" organization to cancel the concert.
Halilaj, as well as the SP, sent emails to the CEC excluding themselves as its organizers. Under these conditions, Celibashi stopped examining the case.
However, the monitors of the "Civic Center" verified on the ground that the concert was held at the same time and in the same square, where the candidate Halilaj and the representatives of the SP, Deputy Prime Minister Belinda Balluku, the Minister of Justice, Ulsi Manja and the delegate of the Pandeli district Majko, they gave political speeches.
The Executive Director of the "Civic Center" organization, Rigels Xhemollari, told BIRN that this organization filed a report on Thursday with the CEC, where it demands administrative measures be taken against the candidate and the electoral subject for violating the provisions of the Electoral Code.
"The gatherings were in two different parts of the square, as soon as the speeches ended, the music started," Xhemollari said.
This activity, according to him, contradicts point 9, article 78, of the Electoral Code, which defines the rights and obligations of electoral subjects during the campaign, as it also results from the poster that was distributed on social networks by the candidate for Mayor himself.
"If during the investigative process it turns out that the singers' payments were made by the municipality or by a third party, the financial transparency of this activity will also be required", added Xhemollari.
The Electoral Code is clear in this regard, categorically prohibiting concerts organized by and/or for electoral subjects, regardless of the source of funding.
Early elections in the northern city will be held on September 24 to replace the dismissed mayor, Safet Gjici, just a few weeks after he was re-elected for a second term under the banner of the Socialist Party.
Gjici was fired from the Council of Ministers in June after the release of a video that showed him having sex in the office. He was arrested a few days later on the charge of "passive corruption"./BIRN
