The Laws Committee meeting has begun with accusations, as Democratic MP Asllan Dogjani accused the majority of manipulating the elections.
Dogjani said that the laws they gathered for are simply "decorations" made for the sake of power. The chairwoman of the committee, Klotilda Bushka, interrupted him, saying that the analysis of the elections should be done within the party.
"In a country where they cannot ensure free and fair elections and citizens can vote freely, I don't think there is any place for us to gather as a committee to make false laws, just for the sake of decorum, to say that we are in a democratic country while in Albania democracy has ended, a dictatorship has been installed," said Dogjani.
Meanwhile, Enkelejd Alibeaj requested that laws not be voted on and approved as long as the people have decided that some of them will no longer be represented in the assembly, so the task should be 'delegated' to the new Assembly. But according to Bushka, some acts are urgent and have to do with the EU, so they cannot close the activity of the Assembly.
"I have a request for a procedure that perhaps could be proceeded with by reviewing the reports, but approving draft laws would be an overstep of the constitution. I would suggest that we proceed until July 8 only with the phase of reviewing these draft laws, while the vote and approval should be forwarded to the new assembly," Alibeaj requested.

Dogjani: We gather to make laws, just for show that become laws more for the government, for the government officials, for the criminal elite than for ordinary citizens. In a country where they cannot ensure free and fair elections and citizens can vote freely, I don't think there is a place for us to gather as a committee to make false laws, just for show, to say that we are in a democratic country while in Albania democracy has ended, a dictatorship has been installed.
Bushka: We do the analysis of the elections through the parties, it's not the Laws Committee. I want you to stick to the agenda.
Dogjani: The people spoke, but crime spoke more. The volunteers of democracy, drug money and fear were the most effective means in these elections. The request for procedure is that this kind of victory that you have achieved, worse than in '96, is a great danger to democracy, that not only during the election campaign that crime was used, but also during the counting of votes there was manipulation. You had brought artists for manipulation. These elections are for Albania, with Rama being taken hostage by internationals, it will very quickly turn into an arena of battles, perhaps even for nations and Albanians.
Alibeaj: We are 10 Albanian citizens at this table that we did not win. Albanians spoke on May 11, which means that 10 people at this table no longer have representation from the sovereign to speak, discuss and vote, which means that any procedure from today onwards, the Conference has decided, lacks legitimacy. We are not deputies, not qualified to represent the Albanian public from the 11th onwards. I make this request as a procedure, I know very well that the mandate of this assembly runs until September 10, and that during this period the ability of deputies to make decisions will have to be self-limited. I have a request for a procedure that perhaps can be proceeded with by reviewing reports, but approving draft laws would be an overstepping of the constitution. I would suggest that we proceed until July 8 only with the phase of reviewing these draft laws, while the vote and approval should be forwarded to the new assembly. This would be respecting the constitution and the will of the sovereign. We no longer have the authorization on behalf of the people.
