Politics should feel proud when justice acts against corruption, organized crime, when justice shows independence, integrity, professionalism and when citizens receive justice according to European standards.
The Assembly begins the new parliamentary session, while two of the main issues that the socialists and the democrats may discuss in the negotiations are the Electoral and Territorial Reforms. These are considered two of the major reforms that must be concluded during this session, even though Prime Minister Edi Rama has spoken of a deep Constitutional reform, including the reduction of the number of deputies, from 140 to 100 or 101.
At the start of the session, President Bajram Begaj addressed the audience with a message demanding more responsibility from legislators for adopting laws in line with the EU agenda and then conflicts.
"Citizens expect from you less conflict and more solutions. They expect quality laws, oversight of governance, and an honest political debate. In this balance of roles, everyone has their own responsibility. Democracy cannot function without balance and without mutual respect," the President's message states.
In the following, the Head of State asks politics to confirm support for justice.

Focusing on both reforms, Electoral and Territorial, the President calls for the commitment of the parties to constructive dialogue and compromise.
"Electoral reform must reach its peak. Commitments in the service of this reform require your maximum dedication. The recommendations of the OSCE-ODIHR mission have identified essential issues for the standard of elections in Albania, which cannot be left unaddressed.
The electoral legal framework should undergo a comprehensive reform, in a comprehensive consultation process and in line with good practices and international standards within this parliamentary session. Delayed amendments to electoral legislation pose a risk to the standard of elections.
Reforma administrative territoriale përbën, gjithashtu, një gur kilometrik, i cili suksesin e ka të lidhur ngushtë me aftësinë e palëve për dialog konstruktiv dhe kompromis. Kjo reformë duhet të udhëhiqet nga interesi më i lartë i qytetarëve, lëvizjet demografike, nga nevoja për shërbime dhe infrastrukturë publike dinjitoze dhe të barabartë në çdo njësi për ta bërë vetëqeverisjen vendore të vërtetë dhe të qëndrueshme”, thekson Presidenti.
Në vijim, Kreu i Shtetit duke iu drejtuar deputetëve shprehet se “mandati juaj është një kontratë besimi me qytetarët. Ky besim, më shumë se me fjalë, matet me veprime dhe vendime të drejta”.
“Sfidat e këtij sesioni parlamentar janë të shumta, por besnikëria ndaj Kushtetutës, parimeve të saj dhe ndaj objektivave madhore të Shqipërisë do t’i japin Kuvendit forcën dhe energjinë e duhur për të çuar përpara një sesion parlamentar rezultativ dhe të suksesshëm”, tha ai.

Kuvendi mblidhet sot në sesionin e dytë të legjislaturës XI dhe nis punën për zbatimin e një agjende të ngjeshur, me nisma reformuese.
Ky gjashtëmujor mbart sfida të rëndësishme për vendin dhe kërkon vullnet politik e vetëdije të lartë shtetformuese, në mënyrë që çdo nismë ligjore t’i shërbejë drejtpërdrejt forcimit të shtetit të së drejtës, mirëqenies së qytetarëve tanë dhe aspiratës sonë më të madhe: anëtarësimit në Bashkimin Evropian.
Përafrimi i legjislacionit dhe plotësimi me prioritet i agjendës së Bashkimit Evropian nuk mund të ketë konkurrencë. Ai kërkon përgjegjësi dhe përkushtim të vërtetë, kërkon reforma të thella dhe punë intensive. Procesi parlamentar në këtë drejtim nuk e garanton dot suksesin nëse vëmendja shpërqendrohet, nëse ligjërimi parlamentar humbet rrugën, nëse bashkëpunimi ngec, nëse debati humbet fokusin nga interesi ynë kombëtar dhe nëse rezultatet vonojnë. Në rrugën drejt familjes evropiane ne nuk kemi kohë për të humbur dhe as energji për të shpërdoruar.

Qytetarët presin nga ju më pak konflikt dhe më shumë zgjidhje. Ata presin ligje cilësore, mbikëqyrje mbi qeverisjen dhe një debat politik të ndershëm. Në këtë ekuilibër rolesh, secili ka përgjegjësinë e vet.
Demokracia nuk mund të funksionojë pa ekuilibër dhe pa respekt reciprok.
Reforma në drejtësi nisi si nevojë dhe emergjencë kombëtare. Ajo krijoi institucione të reja dhe mori mbështetjen masive qytetare për një drejtësi të pavarur, profesionale, funksionale dhe që garanton zbatimin e ligjit dhe shtetit të së drejtës. Ky sesion përballet me nevojën që politika të konfirmojë mbështetjen për drejtësinë. Politika duhet të ndihet krenare kur drejtësia vepron kundër korrupsionit, krimit të organizuar, kur drejtësia tregon pavarësi, integritet, profesionalizëm dhe kur qytetarët marrin drejtësi sipas standardeve evropiane.

The territorial administrative reform also constitutes a milestone, the success of which is closely linked to the ability of the parties to engage in constructive dialogue and compromise. This reform must be guided by the highest interest of citizens, demographic movements, and the need for dignified and equal public services and infrastructure in each unit to make local self-government real and sustainable.
The efficient use of parliamentary control mechanisms should be of paramount importance. Citizens need to see the Assembly in action and the government accountable, but above all, they need this parliamentary procedure to be serious and responsible. Parliamentary control is meaningful when it produces results, when institutions are put into motion, when measures are taken, procedures are changed, laws are improved.
A parliament with the citizens and for the citizens must reflect their priority problems and demands.
Through political, ethical, constructive and collaborative communication, the challenges of demography, social security, cybersecurity, natural disaster security and national security deserve greater legal and institutional attention.
Dear MPs,
Your mandate is a contract of trust with the citizens. This trust, more than in words, is measured by actions and right decisions. The challenges of this parliamentary session are numerous, but loyalty to the Constitution, its principles and to the major objectives of Albania will give the Assembly the necessary strength and energy to carry forward a productive and successful parliamentary session.
