
On May 19, 2021, US Secretary of State Antony Blinken publicly declared former president and former prime minister Sali Berisha persona non grata for major corruption and undermining democracy. A year later, on July 19, 2022, Great Britain took the same decision, not publicly.
From the PD headquarters Mr. Berisha on July 22, 2022, indicated that the State Secretariat for Internal Affairs in Great Britain had banned him from entering this country.
Sali Berisha showed only a part of the motives. He then accused and harshly attacked the British ambassador in Tirana, Alastair King-Smith, with the claim, unproven with facts, that he, together with Rama and Basha, was put on the British blacklist.
But from this 35-page document, exclusively available to Top Channel journalist Muhamed Veliu, submitted to the "Special Immigration Appeals Commission", where Mr. Berisha appealed the decision, unlike the claims of the former democratic prime minister, the mechanisms of who initiated this are shown punishment for the historical leader of the DP.
The data in this document were presented to the court, in what is known as the "OPEN SESSION" while in the "CLOSED SESSION" other facts and groups of facts were presented under the secret code, which will never be known except to the parties in the process.
This document was submitted to the court by Lisa Giovannetti KC, the representative of the English government in this process, as a counterclaim to Mr. Berisha's claims.
In this document it is shown that the British Government in March 2021 set up the "Crime State Nexus" project to minimize the threats to Great Britain from organized crime groups from the Western Balkans.
At the table of this project, sit senior representatives from the Ministry of Foreign Affairs Foreign Office and those of the Home Office.
The document shows that it was the government project "Crime State Nexus" that suggested the then Secretary of State Priti Patel to ban Sali Berisha's entry into Great Britain.
In the process against Berisha, the findings of the National Crime Agency, the "National Crime Agency" known as the English FBI, reflected in the document "Tactical Assessment" dated July 14, 2021, where the problem of what is known as "state capture" state capture. The project of the British government "Crime State Nexus" gives this conclusion about the links between crime and politics in Albania.
"The links between politics and crime in the Western Balkans create an enabling environment in which criminals and organized crime groups can operate and benefit from the political protection of corrupt politicians from law enforcement activities. This political protection also provides Organized Crime Organizations with additional avenues to launder money and enables them to use Albania as a safe haven from which to operate. In return, these groups will help a politician during elections by buying votes and intimidating voters."
It was the leaders of this project who, through a reference report, recommended punitive measures for Berisha to Secretary of State Priti Patel.
"This report contains the assessment through the collected evidence that the appellant (Sali Berisha) is involved in significant corruption when he was prime minister of Albania and also connected to organized crime groups and criminals".
Based on these data, the secretary of state on July 19, 2022 accepted the recommendation and ordered the ban on Mr. Berisha to enter Great Britain. There are three episodes with three specific characters that connect Mr. Berisha with corruption and organized crime.
"The appellant was provided with a series of articles taken into consideration during the decision-making evaluation. Included are articles where accusations are made about the construction of an energy park from which Mrs. Malltezi was involved and had benefited. The investigation against Damir Fazlic had "intense political pressure on the prosecutors from the government. Include articles where Fation Dauti is shown hitting a door, and in this way the appellant Sali Berisha and his entourage wanted to enter a room at the headquarters of the DP".
The same court where former Prime Minister Berisha appealed, refused Fation Dauti the renewal of his residence permit in Great Britain in March 2021. Based on the NCA information shown in court, the young man from Hasi was considered an important actor of Albanian organized crime in London, with the possibility of using extreme violence. Martin Matthews, director of operations at the NCA, told the court that Fation Dauti was believed to run a criminal network in England.
In September 2013, he survived an assassination attempt inside the bar he owned near the Ballet school.
On page 13 of this document, it is stated that Mr. Berisha presented 600 pages of testimony and evidence which were taken into consideration by the Secretary of State, but decided to leave the decision in force as he had sufficient data available.
"This includes an assessment of a significant level of corruption that took place throughout Berisha's tenure as Prime Minister, either by himself or by members of his party, which, due to the level of control over the party, should have been you know me BERISHA intervened in the investigation about FAZLIC and that FAZLIC's purchase of the land bordering the Porto Romano energy park happened after he had inside knowledge. It is also estimated that BERISHA has benefited from connections with criminals and criminal activity".
While on page 17, referring to internal reports of the English government departments, it is concluded that: Appellant Sali Berisha abused his power by appointing corrupt officials, intervened in the Albanian justice system to protect his subordinates from investigations. He undertook illegal surveillance of political opponents. The internal reports further show a clear panorama of the spread of corruption during Berisha's governing period especially before the 2013 elections. This was used for his own interests, the help of his allies buying political support.
The Special Commission of Immigration Appeals told Top Channel that the writing of the decision on Mr. Berisha's appeal, developed in this commission during the months of March, has not yet been completed./ TCH
