Other details are being published from the file of Charles McGonigal, the former head of counterintelligence at the FBI's New York office, who for months appeared in Albania, using the power he had from the position he held.
American media have published parts of the file, which among other things reveals the role of one of Edi Rama's former advisors in debunking an investigation by American authorities into a Chinese company. This is the role of Dorian Duçka, a well-known name in Albanian politics, who was also questioned by SPAK some time ago.
The New York Times reported that a senior FBI official once tipped off Chinese leaders about pending arrests, compromising a major criminal investigation, according to an oversight report that added damaging new details about the extent of the official's misconduct at the bureau while he oversaw counterintelligence work in New York.
“In at least one case, a targeted suspect likely ignored the warning from the agent, Charles McGonigal, because a Biden family member cast doubt on its veracity, according to the Justice Department inspector general’s report.
McGonigal, who retired from the bureau in 2018, pleaded guilty in 2023 to working undercover for a Russian oligarch and other crimes, and is now serving a sentence of 6 years and 6 months in prison.

The article goes on to say that through his scheme, McGonigal intentionally undermined an important criminal case, violated the public trust, and compromised the integrity of the FBI.

“Mr. McGonigal “obstructed a criminal investigation he was overseeing by disclosing sensitive and nonpublic case information regarding the subjects and targets of the foreign national investigation,” the report said, adding that he also withheld “information relevant to the case from FBI agents investigating the case in New York,” the article assessed.
The New York Times has previously identified "Person B" as Dorian Duçka, a former Albanian government official who helped with a number of business presentations for Mr. McGonigal.

“During a dinner with Duca in June 2017, McGonigal told him that his agents were investigating the China Energy Fund Committee. The next day, Duca met with Ho in Washington and passed on the information.
Later that year, when Ducka was considering traveling to the United States for an event related to the China Energy Fund Committee, McGonigal advised him to stay in Albania. Ducka interpreted this as a warning that the FBI was preparing to make arrests, according to the inspector general’s report.
“In November, James Biden, the brother of Joseph R. Biden Jr., who was out of office at the time, hired a retired Secret Service agent to determine whether U.S. authorities were, in fact, planning to arrest Mr. Ho if he came to the United States.
The retired Secret Service agent told investigators that James Biden had told him that "we have information from China that Ho may be arrested" and that Ho still wanted to travel to the United States but was concerned about the outcome.
“Messages the retired agent sent to a former colleague showed that he was being asked, essentially, to verify information in McGonigal’s information months earlier. But because that investigation and any charges were still a secret held by the FBI, a review of databases available to the retired Secret Service agent turned up no arrest warrants for Ho or other associates,” the article says.
Meanwhile, another American media outlet, NBC News, by publishing parts of the dossier, focuses attention once again on McGonigal's connections with a Chinese company, highlighting the role of Dorian Duçka, a former senior official in the Albanian public administration, but who also played the role of advisor to Prime Minister Edi Rama. Referring to the article, McGonigal informed Duçka of the investigation into the Chinese company, thus exposing a process.
American media emphasize that this company has strong ties to President Joe Biden's family.

The inspector general’s report says the FBI team investigating the leak of information from McGonigal to the CEFC associate also looked into whether James Biden played any role in providing the information to anyone connected to the firm,” NBC News reports.
The American media then focuses on payments to Hunter Biden.
“Records provided by the Senate and emails on Hunter Biden’s hard drive show that Hudson West III sent a message to a company called Hudson West, which sent a $1 million payment to Hunter Biden’s company, Owasco, in March 2019, with a memo line that said, “Representation of Dr. Patrick Ho Chi Ping.”
NBC News has reported that Hunter Biden never appeared in the Ho case file. No emails were found on his laptop indicating that he was involved in Ho's legal strategy or that he had drafted any legal documents other than his suggestion of whom Ho should hire as a defense attorney.
McGonigal disclosed the CEFC investigation to a person identified in an indictment as a “former senior Albanian government official” and an employee of a “Chinese energy conglomerate.” The former senior Albanian government official then informed the CEFC about the investigation. McGonigal herself provided most of the information for the report. His presentation was made in November 2023 during the Biden administration. The report says McGonigal hoped to reach a business deal with the former Albanian government official after he retired from the FBI,” the article continues.
