On July 8, 2024, "Pamphlet" published the fact that SPAK on July 5 sent Edi Rama an official letter "Preliminary Summons", informing him that he would be questioned as part of investigations into some criminal cases , which are related to his duties as prime minister.
This call was sent to Edi Rama 24 hours after the arrest of the former minister Ilir Beqja, which shows that the SPAK has climbed to the top of the government dome with investigative actions for criminal files and procedures in their function.
SPAK asked Prime Minister Edi Rama, depending on the inevitable protocol agenda inside or outside Albania, to make himself available to SPAK by July 25, 2024, to give evidence related to some issues under investigation, accompanied by an extra set of preliminary questions.
According to the information, Edi Rama will be questioned about landfills, concessions in health, property contracts with "1 Euro", properties given under the term "Strategic Investor" and about connections with the "Mc Gonigal" and "Luftar Hysa" cases.
But according to the information, Edi Rama has refused to appear for giving evidence, although he was given 20 days of time to create the possibility of contacting SPAK and BKH, or his office at the Prime Minister, as defined by the law and this alternative for senior state leaders.
But the prime minister's office has responded to the head of SPAK, Altin Dumani, that prime minister Edi Rama cannot implement the inquiry body's request during an unspecified time period, due to the fact that he has a busy international agenda inside and outside Albania.
In the response of Edi Rama's office, it is said that, for the questions sent to him in advance, he will authorize the secretary Úngjëll Agaçi to respond in writing on behalf of the prime minister, when Edi Rama is called to be questioned as prime minister.
SPAK responded immediately, saying that they did not call the Prime Minister's institution nor the General Secretary for questions, but the Prime Minister in physical presence.
Prime Minister Edi Rama will be questioned by 2 BKH investigators in the presence of the head of SPAK, Altin Dumani and a representative of the FBI, which is part of BKH and SPAK only with expertise, supervision and assistance in questioning sessions when they deem it reasonable.
Edi Rama's questioning session, due to his immunity as prime minister, can be held in the premises of the prime minister's office, which will be decided by the parties, while the deadline for questioning was July 25, but Edi Rama avoided it by using tricks from the cunning and the coward.
We recall that on February 1, 2024, the secretary Engjëll Agaçi, by order of Edi Rama, ordered the services of the prime minister and the ministers not to accept BKH investigators in their offices; while two months ago Edi Rama himself did not allow the BKH investigators to enter the prime minister, where they had gone to interrogate him.
