SP and PD will submit this Friday to the Assembly an amendment for the 2/3 part of the open list, with the aim of maintaining the gender quota.
According to the amendment, 1 in 3 of the winning candidates from the open list must be women.
The second open list will consist of two sub-lists, a list of women competing against each other and a list of men competing against each other.
This amendment has been signed by 26 deputies, among them the two leaders of the parliamentary groups Bled Çuçi and Gazment Bardhi.
"In cases where the reordering does not result in starting from the top of the list, one in three of her names belong to the least represented gender, then the third candidate in this list and in the following one in every three of her names belong to the gender less represented according to the number of votes the latter received. On the basis of this criterion, the final list is drawn up, which is subject to preferential voting and rearranged, which will be used for the implementation of Article 164 of the same code", is the point that they want to add to Article 163 "On the distribution of mandates".
This amendment will promote a competition between women candidates, as the most voted among them will have the opportunity to get a seat in parliament according to the principle "one in three names belongs to the less represented gender"
Such a formula, according to the draft agreed between the parties, is also followed for the fixed list who have a secure mandate according to the list drawn up by the party chairman, respecting the gender quota.
We emphasize that the opposition and the majority have agreed in principle on 2/3 of the open electoral lists. Multiple-list candidates are re-ranked based on the highest number of votes.
Today it is expected that the Assembly will vote on other changes to the Electoral Code for the upcoming elections. Likewise, the new law on the State Police and the one on Weapons Production.
