The heads of the Opposition Groups in the Vlora Municipal Council have filed a complaint with SPAK against the Municipal Council and the Prefect of Vlora for the election of the acting mayor of the Vlora municipality, Elis Halili .
The deputy mayor was elected on September 22 as interim mayor following the resignation of Ermal Dredha, but the manner of his election was opposed by opposition councilors, who argue that the process was carried out in violation of the law.
According to opposition councilors, the vote should have been held in secret with the names of the three vice-chairmen, Elis Halili and the other two, Klea Lalo and Irena Toshkallari. This caused debate during the council meeting and in the end, only Halili's name was put to an open vote, which secured 28 votes in favor.
In their complaint, the opposition advisors allege violations of the law and abuse of office.
"The Leaders of the Opposition Groups in the Vlora Municipal Council have today filed a criminal complaint with the Special Prosecutor's Office (SPAK) against the Vlora Municipal Council and the Prefect of the Vlora District. The complaint is related to the procedure followed for voting and approving the legality regarding the appointed mayor of the Vlora Municipality.
In our opinion, this process was carried out in violation of the law and constitutes elements of the criminal offense of “Abuse of Power”, seriously violating the principles of legality and the functioning of local government. The complaint also includes the exercise of illegal influence over persons exercising public functions, as provided for by Article 245/1 of the Criminal Code, in relation to the actions of the deputy of the Albanian Parliament, Mr. Blendi Çuçi.
"The opposition in the Vlora Municipal Council remains determined to pursue every legal avenue to guarantee respect for the law and transparency in local government, urging responsible institutions to act impartially and in accordance with constitutional and legal obligations," the request to SPAK states.
