
After debates with Bardhi, the parliamentary session closes...
The Albanian Parliament seems to have turned into a comedy stage. Even though 140 people were voted to represent the people, every Thursday this Parliament resembles the old stage. Today there is no more comedy on RTSH, but it is enough to watch the plenary sessions and the jokes from the show there. That is what happened today.
From the start, there were two hours of discussions and debates, without an agenda. After the debate began normally, only attacks and accusations followed. Around 16:30, the debate descended into a personal clash between the chair of the session and Gazment Bardhi, the head of the DP parliamentary group.
Bardhi held his speech, requesting the implementation of the regulation, so that deputies could hold the floor to explain the questions they had asked the Commissioner for Protection against Discrimination, Robert Gajda.
But while the latter was speaking, Bardhi insisted, first to Deputy Mayor Spahiu and then to Mayor Peleshi, who came later to take the lead.
" Madam Speaker, with all due respect, you are starting your first speech with a violation. You are the first speaker, but with a long experience as a deputy, you know the rules of the Assembly, where questions are asked with a list and bullet points, and then the Commissioner will provide answers to each of them. Questions are asked in writing, so that he can prepare for the answer, but this does not deprive the deputy of the right to explain why he is asking the question. In this way, this is the tradition; 5 minutes for the deputy to speak on the questions he has submitted. This has been the parliamentary procedure for years ," said the deputy.
Speaker Peleshi, addressing Bardhi, emphasized that the normal development of the session was being hindered.
" Please sit down, Mr. Bardhi, because you are disrupting the session and not allowing the head of the independent institution to answer questions. I will not allow you to disrupt the session with questions, because the rules do not allow me to do so either. Mr. Bardhi, based on the rules, your right to speak is revoked for the entire day! For the fourth time, you are excluded, Mr. Bardhi ," Peleshi declared.
Then it was decided to exclude Bardhi from the session. Since the latter did not leave, the SP decided to put the acts to the vote, avoiding the reports of the heads of the institutions that had to give an account today. There were also humorous scenes during the vote, where Pelesh addressed Bardhi after each vote count: "Get out."
What stood out was that the SP ended up with 73 votes in the hall, although it received 83 mandates, not including votes from Tom Doshi's party. Meanwhile, the establishment of the commissions for electoral and territorial reform was postponed until next week. / Pamphlet
