The tension must have been felt in the air in the hall of the Tirana Hotel, where leaders of the Municipality of Tirana were in their second confrontation with Prime Minister Edi Rama. The minutes before the start of the meeting seem to have been quiet. Waiting for the signal for the live broadcast of the meeting, no one spoke. A silence that was broken by the Prime Minister's gaze, which for several minutes, unaccompanied by a single word, turned on the participants, sitting as if on thorns.
The beginning of Rama's speech seemed to calm the situation somewhat. The capital took up little space, among the many issues he raised. The end of the speech and the interruption of the live broadcast, moving on to the discussion behind closed doors, brought back the anxiety. Usually this is the part when the prime minister explodes without gloves. Surprisingly, he did not last long. He pointed out that while the next local government elections are in two years, Tirana (with the mayor under arrest) does not know its fate. Shortly afterwards, he stood up and announced that the discussions would continue in the presence of ministers, under the leadership of Deputy Prime Minister Belinda Balluku.
An announcement that seems to have brought back the feeling of anxiety. Despite both Balluku and Mr. Veliaj having publicly denied the existence of a rivalry between them, everyone in the room was clear about the reality of the facts, especially the senior officials of the Municipality.
Initially, the regional leaders were told that they could leave, since the discussions would focus only on the capital. Shortly before they left, they were asked that they should organize meetings in their regional municipalities as well, just like they did for the Tirana municipality.
Ogerta Manastirliu, one of the political leaders of the Tirana district, is said to have spoken in generally moderate terms, emphasizing that there was room for improvement in many of the affairs of the capital. But after her, Balluku declared that she was not as elegant as her colleague and that she preferred to be direct. She recalled her early experiences in the Municipality of Tirana, which, as she is said to have expressed, enabled her to understand problems in the air.
Sources indicate that her speech had clear critical tones towards the performance of services, which "cannot be lacking for citizens because an official is afraid for this or that reason". She also emphasized the lack of cooperation between the Municipality and the government or central institutions, citing digitalization as an example. For the Deputy Prime Minister, important, among other things, is the reorganization or strengthening of the role of the Secretary General.
For his part, the Minister of Finance, Petrit Malaj, has conducted an analysis of the financial situation, noting that the income mostly comes from construction taxes, and the expenses are not very balanced./ Shqiptarja.com
