Incidents during vote counting, CEC cancels all accreditations at the Olympic

Following the serious incident at CEAZ No. 30 in Tirana and the tensions created in several counting centers, the Central Election Commission has taken a new decision, canceling all accreditations for domestic observers at the External Vote Counting Station (EVC), with the exception of international observers.

According to the official document signed by the State Election Commissioner, electoral entities will be allowed only one observer per counting group and one observer per district. Civil society organizations, to be part of the monitoring, must apply for accreditation by May 16, 2025 at 12:00, while political parties have until 24:00 of the same day.

The decision comes into force immediately and has been published on the official website of the CEC, while it can be appealed to the Complaints and Sanctions Commission within 3 days. This move by the CEC comes as an attempt to avoid new tensions and to guarantee the smooth running of the counting in the final phase of the elections, especially in centers like Tirana and Durrës where the competition for mandates remains open.

In accordance with articles 6, 7, 19, point 1, letter “n”, and 2, of law no. 10019, dated 29.12.2008, “Electoral Code of the Republic of Albania”, as amended, and decision no. 23 dated 1.2.2023, of the State Election Commissioner “On the procedures and criteria for the accreditation of observers of electoral entities in the commissions of electoral administration zones, the commissions of voting centers and vote counting sites, in elections”,

DECIDES:

Cancellation of the accreditation of all observers at the External Vote Counting Site (EVTS), with the exception of international observers.

Each of the 11 electoral entities is entitled to only one observer for each counting group, as well as one observer for each district.

Civil society organizations must submit the request for observer accreditation to the Central Election Commission, through the Observer Portal, no later than 12:00, May 16, 2025.

Requests for accreditation of observers from political parties must be submitted to the Central Election Commission within today, no later than 24:00.

This decision enters into force immediately and is published on the official website of the Central Election Commission.

This decision may be appealed to the Appeals and Sanctions Commission within 3 (three) days of its announcement.
