The head of the EP election observation delegation, Michael Gahler, said that the counting of votes outside polling stations should be addressed. Gahler added that there are complaints and concerns about vote buying and pressure.

During the press conference where they are giving assessments of the election process in Albania, he stated that some of the OSCE/ODIHR recommendations remain unimplemented, specifically that of the financing of the election campaign.

Gahler said that “some interlocutors raised concerns about the misuse of state resources, the use of the pension scheme at the last minute, or the forgiveness of fines.” There are also reports of concerns about vote buying or pressure, including pressure on public administration employees who constitute a significant electoral segment.

"The competition they witnessed is an opportunity for the country to further consolidate and strengthen its democracy. The EP delegation consists of 7 members. Our team was in Tirana, Durrës, Elbasan and Vlora.

We fully agree with the previous statement. These elections were competitive and well-administered, yet the campaign was peaceful.

We note that several ODIHR recommendations remain unimplemented, including recommendations on campaign financing. The counting of ballots outside the polling station needs to be addressed.

We note that some interlocutors raised concerns about the misuse of state resources, the use of the pension scheme at the last minute, or the forgiveness of fines.

Some of our interlocutors have also reported concerns regarding vote buying or pressure, including pressure on public administration employees who constitute a significant electoral segment.

"There is still room for increasing the transparency of the electoral process," said Michael Gahler.
