The European Union highlights a number of problems related to the May 11 elections held in Albania, standing by the findings of the OSCE/ODIHR in the preliminary report published the day before in Tirana.
Kaja Kallas and Marta Kos, two senior officials of the European Commission, in a joint statement stated that for the May 11 elections there were reports of pressure on voters, especially public administration employees, threats, unequal conditions between candidates, while the ruling party had advantages by exploiting its power.
The statement commends the fact that for the first time, voters abroad exercised their right to vote by mail.
"The elections were generally competitive and professionally conducted, and candidates were generally able to campaign freely, although some reported facing threats," said the joint statement by Kallas and Kos.
The statement notes that according to the preliminary findings and conclusions of the OSCE/ODIHR Election Observation Mission, the elections were generally managed in an inclusive and transparent manner, and election day was calm and well-organized, despite some shortcomings.
"However, the voting took place in a highly polarized environment, in which the contestants did not enjoy a level playing field."
Due to the extensive use of administrative resources and institutional influence, it may be that the governing majority has had the advantage of being in power.
"Numerous accusations were made of pressure on voters, especially against public employees," the EU official statement said.
It is further emphasized that coordinated efforts to investigate and prosecute electoral crimes are a welcome development and their pursuit is necessary to address ongoing concerns of electoral malpractice.
Kallas and Kos point out that media independence continues to be a problem and its election coverage has continued to give prominence to the main parties, and transparency of campaign financing also remained limited.
"The EU will closely follow electoral developments until the final certification of the results. All political forces must ensure the continued functioning of the country's institutions."

Të dielën, populli i Shqipërisë ushtroi të drejtën e tij demokratike të votës, duke zgjedhur përfaqësuesit e tij në Parlament. Përgëzojmë të gjitha autoritetet kompetente që siguruan funksionimin normal në të gjithë vendin. Këto zgjedhje shënuan edhe futjen e votimit jashtë vendit për herë të parë.
Sipas gjetjeve dhe konkluzioneve paraprake të Misionit të Vëzhgimit të Zgjedhjeve të OSBE/ODIHR-it, zgjedhjet u menaxhuan përgjithësisht në mënyrë gjithëpërfshirëse dhe transparente, dita e zgjedhjeve ishte e qetë dhe e organizuar mirë, pavarësisht disa mangësive.
Zgjedhjet në përgjithësi ishin konkurruese dhe të zhvilluara në mënyrë profesionale, dhe kandidatët në përgjithësi ishin në gjendje të bënin fushatë lirisht, megjithëse disa raportuan se u përballën me kërcënime.
Megjithatë, votimi u zhvillua në një mjedis shumë të polarizuar, në të cilin garuesit nuk gëzonin një fushë loje të barabartë. Për shkak të përdorimit të gjerë të burimeve administrative dhe levave institucionale, mund të ndodhë që mazhoranca në pushtet kishte një avantazh të detyrës. U bënë akuza të shumta për presion ndaj votuesve, veçanërisht punonjësve publikë.
Përpjekjet e koordinuara për të hetuar dhe ndjekur penalisht krimet zgjedhore janë një zhvillim i mirëpritur dhe është i nevojshëm vazhdimi për të adresuar shqetësimet e vazhdueshme të keqpërdorimeve zgjedhore. Pavarësia e medias vazhdon të jetë një çështje dhe mbulimi i saj zgjedhor ka vazhduar t’u japë rëndësi partive kryesore dhe transparenca e financimit të fushatës ka mbetur gjithashtu e kufizuar.
BE do të ndjekë nga afër zhvillimet zgjedhore deri në certifikimin përfundimtar të rezultateve. Të gjitha forcat politike duhet të sigurojnë funksionimin e vazhdueshëm të institucioneve të vendit.
