The process of counting votes from the diaspora has entered a new spiral of tension, this time due to envelopes arriving from Greece, which have led to open clashes between institutions and political parties.

Initially, the counting process at the Olympic Park was blocked after strong opposition disputes over the way the envelopes were administered and arrived from Greece. Opposition commissioners refused to participate in the counting, claiming that the process had deviated from the law and official contracts.

In an attempt to unblock the situation, the State Election Commissioner, Ilirjan Celibashi, decided that the Greek votes would be separated into a separate box and not interrupt the overall counting process. This decision allowed the resumption of work on the rest of the diaspora envelopes, but was described by the SP as “absolutely invalid” and “in violation of the law.”

After the Socialist Party appealed, the Appeals and Sanctions Commission (KAS) overturned Celibashi's decision, declaring it invalid and risking the process being blocked again.

In a statement to the media, Marash Logu, a lawyer for the opposition coalition "Alliance for a Greater Albania", accused Celibashi of only a procedural solution, without addressing the essence of the complaints, which are related to the manner in which the envelopes arrived and were verified from Greece.

According to him, there are two major violations:

Breach of contract by DHL – alleging that the postal operator used subcontractors for the delivery and collection of envelopes, although the contract clearly prohibits this practice.

The anomaly in the rhythm of the arrival of envelopes – where between April 17 and May 4, only 17 thousand envelopes were brought, while after this date, unusual flows of up to 36 thousand envelopes were recorded in just 6 days. Logu linked this to a "mish-mash" announced by Prime Minister Edi Rama himself in a statement in Gjirokastra on May 4.

Furthermore, he claimed that SP political leaders have physically gone to DHL centers in Greece to unauthorizedly receive envelopes from Albanian citizens, fill them out and send them to Albania, which for the opposition constitutes serious electoral manipulation.
