As the race for political parties draws to a close, another battle is taking place in parallel — that for open-list mandates, where citizens have had the opportunity to directly elect their preferred candidate.
According to preliminary data from the CEC, Agron Malaj (SP) is the most voted candidate nationally so far with 8361 preferential votes, followed by Tërmet Peçi (SP) with 7818 and Hysen Buzali (SP) with 5937 votes. Among the most voted are also figures such as Blendi Gonxhja (5316) and Ardit Bido (5032).
From the opposition ranks, the most voted is Isuf Çelaj (PD–Alliance for a Greater Albania) with 4,784 votes, although his mandate is still in question due to the gender rule.
The open list is creating a reversal of the traditional order and is strengthening the role of the citizen in the real distribution of mandates. It remains to be seen how representation in the Assembly will change, while the trend of personal voting is gaining more and more weight.
Below we are listing the most voted names, but it should be noted that some, even though they are among the most voted, cannot become MPs, as in some areas they did not receive more mandates than the safe list. An example is Basir Çollaku in Dibër.
