The Law Commission overturns the ominous Rama-Shalsi plan, opposes the 3-year
Rama-Shalsi

The Laws Commission has agreed to extend the deadline until December 31, 2024, but no longer.

The Law Commission has overturned the ominous plan to allow strategic investors another 3 years to do whatever they want with public property.

Eduard Shalsi, with the government's blessing, proposed a law, where he requested that the term of strategic investments be extended until 2027. But this plan has encountered obstacles today in the Laws Commission, as the deputies have rejected the initiative. They have agreed to extend the deadline until December 31, 2024, but no longer.

The Chairperson of the Laws Commission, Klotilda Bushka, also said that the changes to the investment conditions and criteria will not be approved as they must be included in the final law that is being prepared with the assistance of international partners such as the World Bank.

" I suggest only to postpone the deadline but not to make changes in the other criteria, the other changes are addressed to the technical working group that is making the new investment law ", said Bushka.

The law caused debate in the commission. Democratic deputy Enkelejd Alibeaj said that it is a custom law and in the service of a group of people. According to him, the government should withdraw from this draft law as it is the moment to show that it is not involved in this vortex of corruption.

" Governments are involved in the black hole of this law. You are delaying a law that even you no longer believe in. Clientelistic law, a big corrupt highway. The real interest is to absorb corrupt and black money. All the previous procedures should be investigated to understand what happened, it is also a credit to the government not to dirty its hands in this whirlwind of corruption like this law of strategic investments. You have to show that you are hands-off, that you protect the interests of the public, that you do not serve a caste of oligarchs close to the government to use the law as loot. Such an initiative should be thrown into the trash bin with disgust ," he said.

Shalsi himself said that Albanians are wise and they themselves know how to judge. But Alibeaj said that SP is using the situation to change and pass laws secretly.

" Make a law for 40 people, strategic investors who take the assets of this country for their own interests. Where is the protection of the public interest ", he said.

Now it seems that the Committee for Production Activities has the floor, since it is the responsible committee and the Committee of Laws is only for giving an opinion. But it seems that there was an agreement from Shalsi.
