The first forty-six deputies of each party will be from closed lists, where the ranking is determined by the party and the voter cannot influence it.
Only those parties that win mandates beyond the closed list will have the opportunity to enter parliament with deputies from the open list, where the ranking is determined by voters.
The CEC document provided by Report TV has calculated, by region, how mandates are divided into fixed lists and open lists.
According to this scheme, small parties will have almost no MPs coming from the open list, but only from the closed ones.
For May 11, each party/coalition will compete with 46 MPs on a closed list and another 140 on an open list.
According to the districts, in Berat, for each winning subject, the first 2 deputies will be elected from the fixed list, and 5 from the open list.
In Dibër, the first 2 winners will be from the closed list, and 3 from the open list.
In Durrës, the first 5 deputies come from the fixed list, 9 from the open list.
In Elbasan, 5 out of 15 mandates will be defended on a closed list.
In Fier, 5 out of 16 names will be closed.
Gjirokastra has only 1 name on the closed list out of 4 total mandates.
Korça has a fixed list, 3 out of 10 mandates for each electoral subject.
Kukës will have 1 fixed mandate, Shkodra 4 such.
In Tirana, the first 12 winners will be drawn from the closed list.
Vlora will have 4 MPs on the safe list out of 12 total mandates.
According to the Code, for each competing party, those on the closed list will win a mandate first, and within the closed list, the order predetermined by the party leader will be respected.
If the party/coalition wins more mandates in that district than there are names on the closed list, then those with the most votes from the open list will win mandates in order.
The ranking on the open list is done without any threshold, whoever has received one more vote, but 1 in 3 names, will be a woman, even if women have not received enough votes. / Shqiptarja.com
