Lamallari delegates access to secret documents to the deputy minister...
The Minister of Justice, Besfor Lamallari, has had access to secret documents restricted. Although it is the Ministry of Justice that has the correspondence with all partner countries for sending letters of request, the head of this institution appears to be without a Security Clearance.
According to an order published in the Official Gazette, Lamallari has delegated the authority to access classified information to Deputy Minister Tedi Dobi. The order states that this delegation will last until the minister ensures the legal conditions. So, it seems that Lamallari's Security Certificate has expired and he has not yet been provided with a new certificate.

I ORDER:
-Delegation of the powers of the head of the Ministry of Justice for signing classified documentation, from 22.12.2025 until the fulfillment of legal obligations for familiarization with classified information, to the Deputy Minister of Justice, Mr. Tedi Dobi.
"The Deputy Minister of Justice, Mr. Tedi Dobi, is charged with the implementation of this order. This order shall enter into force immediately and shall be published in the Official Gazette ," the order states.
It is not known why Lamallari was left without a Security Certificate, a matter of forgetfulness or whether DSIK has discovered problems in the minister's figure. The Ministry of Justice has many secret documents in its possession and it seems that now only the deputy minister and not the minister himself has access to them.
What is a “Certificate of Personnel Security” (CSP)?
The Personnel Security Certificate (CSP) is the official document of the Albanian authority responsible for the security of classified information or of a competent security authority of another country, which certifies from a security point of view that an individual meets the conditions set for the recognition, storage, management and transfer of classified information.
Regarding deadlines, the general deadline for carrying out verification procedures begins only after the complete submission and acceptance of documentation by AKSIK and lasts up to 120 calendar days. This deadline may be longer when verifications are conditioned by the performance of procedures in cooperation with the national security authorities of other countries, or when the Director General of AKSIK instructs the performance of additional verifications.
The CSP levels are: “Confidential”; “Secret”; “Top Secret”.
The types of CSPs issued by DSIK are: for the recognition, storage, administration or transfer of NATO classified information; EU classified information; classified information produced by our state institutions and/or obtained in the framework of bilateral or multilateral cooperation with other states and international organizations. / Pamphlet
