Although they received enough votes on the open list to become MPs, four candidates will not have the opportunity to enter the new Parliament in September.
This is because they penalize gender quotas, which will favor three women to obtain the mandate of MP.
In Berat, analyst Julian Zyla came in third with the most votes on the open list, but he cannot enter the Assembly, as according to the Electoral Code, Hatixhe Konomi will benefit, although she received 1,246 fewer votes.
The same situation is in Durrës, where MP Ilir Ndraxhi received 2,415 more votes than Etleva Budini, but the latter will receive the mandate.
Meanwhile, in Korça, Arian Jaupllari is penalized, even though he received more votes than Besa Spaho.
Xhemal Qefalia, the SP MP, who on May 11 ran on this party's open list in the Tirana District, has also remained outside the Parliament, for the same reasons.
