As regional leaders sat in the front row of the Munich Security Conference, Edi Rama's absence did not go unnoticed. On the same day, the German ambassador met with the head of SPAK, emphasizing support for the rule of law and the fight against corruption. At a time when the government has announced its intention to amend the Criminal Procedure Code, the message from Berlin is clear: progress in justice is a red line. In the background, the investigations that are approaching the prime minister's inner circle make the absence in Munich more political than protocol.
Belgrade and Podgorica media outlets have featured a large hall from the Munich Security Conference as the central photo in their headlines. In the front row are Aleksandar Vučić, the president of Serbia, and Jakov Milatović of Montenegro.
The latter was the protagonist in connection with the question and answer of German Chancellor Friedrich Merz on the entry of Balkan countries into the European Union.
In this auditorium with so many important figures and with interactive agendas enviable for small countries like ours, could Edi Rama escape the temptation to not participate? And to use his jokes, which have often cost him dearly?
In all likelihood, no. That's why his absence is conspicuous. From the majority, the Minister of Defense, Pirro Vengu, and the leader of the parliamentary group, Taulant Balla, have gone there.
At this year's edition of the world's most important annual security forum, where US Secretary of State Marco Rubio is also invited, as well as many other important figures, it is surprising that the Albanian prime minister is absent. Was it negligence or a conscious choice?
It seems that this is where the "rabbits sleep." One perhaps in Rama's belly, the other in the German chancellery.
According to the initial plan, Edi Rama was to go to Munich and preparations were made. But things moved. The German ambassador summoned the head of SPAK, Klodian Braho, to his office today as a clear signal of support, at a time when the government has announced its willingness to change the Criminal Procedure Code.
The official announcement states:
"Ambassador Bergner exchanged views today with the head of SPAK, Braho, on strengthening the rule of law. This is an essential condition for Albania's membership in the EU, which Germany strongly supports politically and financially. Germany will continue to engage intensively to maintain the progress achieved in recent years and to enable the effective fight against corruption and organized crime."
The message is clear and strong: Germany will not allow the majority to take steps that undermine justice and demands that the current pace of investigations against senior officials be maintained. This is not the only signal and is expected to be followed by others.
SPAK has opened the doors to Edi Rama's closest confidant for 13 years, Engjëll Agaçi, which shows that the circle has narrowed.
A signal enough not to sleep soundly. A situation that, by analogy, brings about the "Hashim Thaçi syndrome", when the indictment was handed to him at the Vienna airport while he was flying to Washington.
