Then the EU stops at the IPARD funds, which were actually stolen when Frida Krifca was in charge of AZHBR: " Capacity building and supervision are needed to ensure the completion of the IPARD II program and to start the efficient implementation of IPARD III in accordance with complete with the principles of sound financial management. Although cooperation with the European Commission on investigations has improved somewhat, Albania needs to step up its efforts to develop a solid record of cooperation in investigations and reporting of irregularities, by providing, among other things, effective operational assistance to investigators from the Anti-Fraud Office (OLAF) ".
