The Speaker of the Assembly, Niko Peleshi, has announced the call for the meeting of the Council on Rules of Procedure, Mandates and Immunity, which is expected to take place on April 15, 2026, at 12:00.

The agenda includes the review of the draft decision “On some amendments and additions to the Assembly's decision no. 166, dated 16.12.2004, 'On the approval of the Rules of Procedure of the Assembly of the Republic of Albania', as amended”.

Following this announcement, the Democratic Party Parliamentary Group reacted, describing the call for the meeting as an unprecedented act and contrary to constitutional principles.

According to the opposition, the draft decision in question includes provisions that were previously repealed by the Constitutional Court, raising concerns about disrespect for its authority.

The Democrats also accuse the Speaker of the Assembly of having acted without waiting for the Constitutional Court's decision to be made public, considering this a practice that undermines the rule of law and public trust in institutions.

DP's reaction:

The President of the Assembly has announced today the call for a meeting of the Council for the Regulation, Mandates and Immunity for 15.04.2026, at 12:00, with the agenda: "Consideration of the draft decision "On some amendments and additions to the decision of the Assembly no. 166, dated 16.12.2004, "On the approval of the Regulation of the Assembly of the Republic of Albania", as amended".

This notification is made under the conditions when the relevant draft decision includes provisions that have been unanimously repealed by the Constitutional Court, ignoring the latter's authority and in violation of the basic principles of the functioning of the rule of law.

Every citizen of the Republic of Albania and our international partners remember that for 3 months, the Speaker of the Parliament, Mr. Niko Peleshi, refused to convene a meeting of the Council for Regulation, Mandates and Immunity to review SPAK's request for authorization of the arrest of former Deputy Prime Minister Belinda Balluku, on the grounds that he was waiting for the Constitutional Court's decision regarding a request by the Prime Minister that had no connection to the issue being considered by the Albanian Parliament.

Meanwhile, in this specific case, although the agenda is clearly linked to the disclosure of the Constitutional Court's decision, announced on February 23, 2026, the Speaker of the Assembly has invited the deputies to the meeting, without waiting for the disclosure of the Constitutional Court's decision. This practice contradicts Article 132 of the Constitution and proves once again the will of the majority to ignore the implementation of the Constitutional Court's decisions.

Considering this act as unprecedented, the Parliamentary Group of the Democratic Party strongly condemns the provocation of the Speaker of the Assembly, Mr. Niko Peleshi, and considers the announcement made by him to convene the Council on Rules of Procedure, Mandates and Immunity, before the Constitutional Court's decision was announced, as an unconstitutional act that violates the basic principles of the rule of law and undermines public trust in the unquestionable authority of the Constitutional Court's decisions.
