PPPs, the "time mine" that is sinking Albania's budget

Democratic Party MP and Chairwoman of the European Affairs Committee, Jorida Tabaku, has issued a strong warning regarding the risk that concession contracts and Public-Private Partnerships pose to the country's finances.

Tabaku described these contracts as "time mines of the Budget", emphasizing that they represent the greatest burden weighing on the Albanian economy.

According to Tabaku, over half of the concession contracts are currently under investigation, each of which carries a “corruption tax” that fictitiously increases the value of the projects, distorting the market and distributing public wealth to a clientelist minority. She stressed that the IMF’s warnings about fiscal risk have been made for years, but the government has chosen to ignore them, while today some of these contracts are even financed by the banking sector, increasing the exposure of the financial system.

Tabaku underlined that the total value of PPPs and concessions has reached nearly half of the Gross Domestic Product, a burden that according to her will weigh on the Budget and the pockets of Albanians for the next 30 years. Meanwhile, despite the increase in taxes and the fiscal burden, tax revenues continue to fall short of 29% of GDP.

"This is the socialist system in action," said Tabaku, describing the current governance model as a mechanism that has "grabbed the Albanian economy by the throat" and that distributes the country's wealth to a minority, while citizens foot the bill for decades.

 

Her statement comes at the height of the debate on the 2026 Budget, where the opposition has accused the government of lack of transparency, increasing hidden debt and endangering fiscal stability through concessionary policies. Tabaku, who has been one of the most critical voices on economic issues for years, described this practice as “the true face of the socialist government,” demanding that the current model be changed urgently.
