The President of the Republic, Bajram Begaj, at the opening ceremony of the new judicial year emphasized the importance of an independent, functional and integrity-based judiciary.
He stated that the era of impunity has begun to end, while international reports and media said "they rightly pay special attention to the activities of SPAK and the Special Court."
The President underlined the essential role of the High Judicial Council (KLGJ), the High Prosecutorial Council (KLP), the High Inspectorate of Justice (ILD) and the School of Magistrates in the functioning of the justice system. He added that administrative, budgetary and procedural issues require institutional cooperation for the success of the justice reform.
Addressing the magistrates, Begaj said that he understands the challenges of the system, but citizens expect fair decisions in a reasonable time.
"Justice needs optimal conditions to function, but their absence should not make us forget that justice is, first and foremost, ideal," he said.
The President also mentioned the serious event of the murder of Judge Astrit Kalaja and emphasized that independence, security and respect are the means to achieve the goal of justice reform, adding that many decisions depend on the government and Parliament, but those that are in the hands of magistrates are fundamental to the reform.
